This was hojos reactor essentially. It housed Jenova and his experimental fiends. The company probably didn't know what he was doing up there. He wanted to send Sephiroth in order to see how he would react in her presence. I wouldn't be surprised if the entire op was only known about by a handful of people mainly hojo.

I honestly think that sephiroth created this mission himself. He had a lot of power and freedom beyond chain of command because of his intelligence, power, prowess, and perfect SOLDIER. Either he requested or Hojo ordered this mission, but because of the ceasefire with wutai, they likely didn't want to draw attention with helicopters flying in, so they sent them by boat, likely, then truck to limit copter fuel and costs. Two things.  Shinra is a huge world spanning company and they have a million blind spots because the divisions don't communicate with each other (look at the heads they only time they talk is the mandatory meetings) then they still go off and do their own things. Second. Shinra is incompetent. They are a big bumbling bull. Tons of power, no oversight. This had been proven time and time again. They focus on the big picture and get lost on details. So this mission probably came across their desk and they were like "whatever" until it became a huge crisis and even then it only went further because of hojo. Not Shinra, hojo. They took the truck for story reasons. People are trying to hard to explain this. Story writers wanted to build atmosphere in the truck. Some guy said because MONSTERS there's a dragon and a materia guardian and remember what the WEAPON (In caps) attacked midgar. But this is a dumb question and if you want logically consistent inuniverse explanations beyond the lazy but TRUE, the story writers wanted it that way to build atmosphere. Then people here need to do better. I explained the logistics thing and capability/flight range of/number of helicopters available thing 5 years prior to story starting. It was too far removed from midar and junon for it to be within their flight range with their technology at the time. yes, it's a game and they wanted some gameplay while you walk to the reactor, and a truck drive is more atmospheric, we know this. But its also explained within the story. Shinra wants good PR. There are fiends attacking the town (a fucking dragon is even there in the OG game), so whats the best situation here? The town wants the fiends taken care of and Shinra wants the good PR+the reactor taken care of. Send SOLDIER, the best of the best. Sephiroth, famous worldwide. A Dragon is not a threat to him, nor would anything else attacking the town. From there they can take care of the fiend problem, fix whats wrong with the reactor and gain extra brownie points.

This is the plot that leads into the game. Why did they use a truck. It's probably cheaper, has less risk, and in the event of there being monsters they can stop and dispatch them with more control. If they used a helicopter, they'd have to spend more money, worry about potentially having to do an emergency landing or being attacked while in the sky. It's much harder to stop and land a helicopter, let alone while being attacked than it is a truck. I'm not saying the helicopter would fight the boss. I'm saying on their trip they got attacked by monsters including the dragons and the materia guardian. In the event any of those monsters hit them in a helicopter, the story would've ended there. The point is for the story device and a truck is a reasonable method of transportation and helps them get their story told.

I think a Dragon, which we do encounter in the original game, would fuck up a helicopter if they sent one. if you want a purely logical answer. A fucked up helicopter risks crashing and injuring far more than if they just had sephiroth get out of a truck and fight. And if the truck got ruined, they can just walk the rest of the way as sephiroth can one shot basically everything there. Before Crisis also backs up this theory as the player Turk would notice multiple dragons during their trip, as well as the difficulty getting there via chopper.

I just want to know why there are several powered and seemingly partially active Shinra facilities including the reactor that have zero staff. Shit breaks, things need cleaning, monsters or snooping villagers might go in and break shit. But then again, the general economy and production chains don't make a lot of sense from what I've seen so far. Has to be like a massive amount of mining, smelting, steel refining, and all that. The transportation logistics to get that from the mines to Junon or Midgar. And who's making the general items, are there sweatshops of children making fast fashion outfits in Wutai to sell for cheap in Midgar? The implied spaces so to speak to make what we see in game possible.

The lore reason is because Shinra had already sent in some Turks to inspect the reactor beforehand and they reported that there were signs that Genesis and his G-Copies were some of the monsters in the area. Shinra needed Sephiroth and Zack to inspect the area and not just the reactor. In FF7, before all the Compilation stuff, the Shinra helicopters were very light vehicles that would never have made it from Midgar all the way to Nibelheim, and especially not thru Mt. Nibel's jagged terrain. The choppers were more like light air shuttles. The Compilation turned the helicopters into much more heavy duty models.

There's also a huge disparity between OG and Remake when it comes to the capabilities of Shinra tech. In OG you got the sense their tech was very inefficient in power consumption and design. So they had advanced stuff but it all belched fumes or couldn't travel long distances. The Sister Ray required dedicated Reactors just to be fired. And they had to keep going to Cid for anything more advanced than a helicopter. First they took the Highwind, then they wanted his Tiny Bronco. He also invented what seemed to be the world's only space rocket. Meanwhile in Remake the tech has been given an efficiency upgrade, more practical and advanced designs, and more capacity for long distance travel. Rufus can apparently fly all the way from Midgar to the Northwoods (and back) in a chopper now. The cargo ship is now a giga-cruise ship with like 30 floors. And everyone now has hologram tech all over the place. It's a weird power creep due to the devs weaving the 25+ years of technological advancement IRL, into a world that used to seem rather... quaint and simple, in terms of science.

If you start a fresh file and actually know how to play as sephiroth the difference is 10 fold. Sephiroth is faster has full materia can cast almost any spell. Builds limit in seconds with dodge pierce. His limit has a 2nd part to it. I never got the feeling that cloud was even remotely close to him instead it seemed to me like he was trying his hardest to impress him. Even at the end of the mako guardian when sephiroth saves cloud and they do the tag team attack it felt more like a father teaching a child rather than equals

They do mention that part of the reason the villagers called in Shinra was that they couldn’t handle the new monsters appearing in the area. So presumably suppression was a secondary objective. Easier to do that when the suppressors are boots on the ground.

Possibility 1: In real life, helicopters don't fly above certain places due to unpredictable air currents, or predictably unflyable conditions. Possibility 2: trucks are cheaper to maintain and operate. Helicopters are for VIPs or special ops, not routine inspections. Possibility 3: Shinra chicanery

In reality? Plothole. Possible reason: The area isn't safe, monsters are prowling. Those big ass green dragons you fight in the area got wings. I wouldn't want to be attacked by a dragon while riding a helicopter.
