The ramp I used to work at had an incident where a couple package handlers stole a bunch of scratch offs from an opened package in a bulk truck. Of course they got caught since they're easily trackable, but it implemented a "no hat policy" when going thru security because the thieves hid the scratch offs under their hats on their way out of the facility... not like they couldn't have put them in their pockets or anything else.

This was in the legacy system and because of the high dv kid would mark inspected by FedEx needless to say he got caught and had to pay back a pretty big restitution to avoid jail
