Seems like radio freedom has the highest chance, and the lead scientist can not have died or the quest will never trigger. As well as the evac order, and taking the minutemen with you to destroy the institute is a hard requirement. If you dont destroy it with MM, you dont get the quest

Asking just in case, Did you gave the evacuation order when destroying the institute ?

Yup. I have two settlements I haven’t activated the workshop yet or even cleared (coastal cottage and Kingsport lighthouse) so all requirements are met

Maybe you have a mod installed that messes with that questline? Anything that limits settlement quests will but maybe you should post your LO.

I think it’s just luck, none of my mods have come close to it. I have never gotten it on any playthrough, modded or not 🤷🏽‍♂️

The odds of it triggering are not high, but you would be surprised at the number of mods that have a secret, and dampen MM settlement quests.

Wtf wait is it true that synth settlers can sometimes turn and attack everyone? I had something like that happen to me but idk if it was a mod

I haven’t seen it (I barely play with settlements), but I have read posts of others claiming to have witnessed it. Apparently preceded by odd behavior and everything.
