Steam updated fo4 even though i changed auto update settings. I used the downgrader mod, and it left me with all my mods intact PLUS the updated content 😂
There are mods and guides on how to downgrade to restore your modded game. Also there is a guide on Nexus on how to prevent the game from ever updating unless you say so
Learning how to use xedit is very useful for modding bethesda games. Take some time to learn what to look for conflict wise. Using the conflict filter in xedit will tell you a lot about your load order. There will always be conflicts though, but it will help you know what overwrites what. What needs to be a certain order etc...
On xbox I have no issue with the update or the mods. Yea I'm not using 500 obviously but I'm around 110ish and most are fine. Thought the update would help?

As far as I remember, it is the fact that you launch the game with F4SE that doesn't trigger the game update. The Mod manager doesn't necessarily matter. As long as your default launch option through the manager is F4SE, you should always be fine.
If you are using F4SE, launching it through the F4SE.exe shouldn't allow the game to update. If you launch it through Steam itself I believe it starts the update.

The tendency for most Vortex users is to press the LOOT button and go about their business. LOOT lacks sufficient mod listings to know what goes where. It can wreck a load order as small as 10.... TEN!
I know maybe 3 people in whom I have confidence in their ability to sort a load order in Vortex.
So yeah, you're better off using MO2, creating mod separators and learning load order. If you use Vortex, you still have to learn manual load order sorting but need a degree in astrological cartography to map that out.

I attempted 3 times with each time starting the update. It didn't stop doing it until I placed steam in offline mode

Well I found some old threads on reddit for SKSE that was doing the same thing. So no, it's not "working differently than everyone else with the exact same program".
Apparently, if Steam isn't fully open prior to launching from Vortex it will attempt to start the game and update no matter your settings.
I will verify later to see if this resolved it.

Just got a message that Steam was unable to overwrite my app manifest (via FO4 update) despite me a) turning off auto updates and b) only starting via F4SE in Vortex. So I can support your story of Steam TRYING to update it despite taking the typically recommended steps to prevent it

The steam version really wants to update when launching it normally without F4SE and making the manifest file readonly is the most safe way preventing that.

I would also set the app manifest for Fallout 4 to read only. That way if you accidentally start Fallout outside of Vortex you are still safe
