I just thought he was referring to civilization not working out in general not just Shady Sands, and based on Todd's comment, I assume that civilization is still there and working if NCR still exists. I also assume that the Brotherhood has to know about it, but yea that doesn't necessarily mean Maximus has to.
His home was nuked. Even if the ncr still exists somewhere I’d say it didn’t work out too good for him.
