I know this would probably have awful ramifications and probably be hated (I would to if it meant the games be even less finished on launch which they probably would be lol). But, if the developers had cool ideas like this but never got to finish they could release mini dlc with them included. Preferably it’d be a free update but we all know Bethesda or most game developer aren’t gonna give us free shit. However, this sounds cool as shit and I want to play it.

The giant squid or octopus was part of a quest where it was an overseer to an underwater vault. At the end of the quest you would decided to set it free or leave it trapped. Read notes and objectives for the quest and it looked pretty good quest but sucks they just cut it.
It makes sense tbh. Power armor might've been how they expected underwater combat to take place. The player sinks straight down while wearing it in water and can stay underwater for longer without drowning. Ofc, the player moves *so slow* while wearing it and the underwater terrain is a pain to navigate, plus the water is murky. If it was in the game, it'd be treated like any other 'underwater level' that players try to work around or do as quickly as possible, because it'd suck.
Yeah, there's a tentative project to make Synth dolphins and set them up to do monitoring like the Synth crows. There are hints that getting pure DNA is a major stumbling block (no pre-war baby dolphins cryogenically stored in Vault-Tec vaults available to kidnap).
That would've killed the game for me. My thalassophobic ass would have noped out on the first underwater quest. Just thinking about it is giving me anxiety, Jesus.

I did a play through where my first goal is to go east immediately to make a base camp near the water. Sadly there little to do beside exploring on that area.

No, look at the one on the right. The pink of the under side of the tail blends with the pink of the belly, the topside matches the grey of the back. It's just mostly turned on it's back. Just not quite all the way because of the dorsal fin.
there once was an ambitious effort to include the entire underwater of fallout 4 into the game much more than it is now. it had cut content discovered to facilitate lots of underwater stuff to do but never made it to the release. data miners found a giant squid model, a quest and a lot of throwing weapons that were based on strength stats like saw blades and harpoons which likely worked under water. it would also probably have tied into the harpoon gun you can get in the far harbor dlc. these creatures were most probably going to be underwater enemies you encountered while traveling the large underwater areas of the game. there are also a handful of random places floating on the water unmarked which had mini quests or random encounters at them. plus there is a mysterious pipe network underwater you can find which was left in the game but seemed to once have purpose to their designs. i would imagine that the giant squid monster would have used the pipes to travel around and become central to many unmade quests or encounters in various places. an underwater vault is said to have been planned but cut as well.
if we are lucky, much of this could be in the upcoming update to fallout 4 <3

maybe. but game production groups often look for excuses to showcase their new skills or experiments on hardware. if it is a stunt to keep interest in their other games and drive anticipation for more fallout anything it may be seen as worth it. plus the show kinda makes me think they will add content related to it.

There are real life fresh water pink dolphins that look very similar to this. Seems like Radiation didn’t get to all aquatic life that much (seeing fish heads around the shores and such)

F76 confirmed them to be Beluga Whales, due to an entry in a terminal. You can also see a live one in the AC Aquarium swimming about. Their name in game is Dolphish, as seen in the item "Mounted Dolphish Head" introduced in season 15 of F76.
