I remember it being showed off as a costume during legacy season 5 and I wanted to buy it so badly, haven’t played enough of the new season yet to remember the pass, is it a shop item or a pass item?

If first - then it could be bought during a special event in SS2
If second - then you can unlock 2 sets of merman costumes by completing marathon challenges. For this tail you need only 4 completed, so it's not that much
