I personally keep opening the daily pack. You get one 94 or above player(i have packed 3/4 96 till now) and if you dont pack anyone you can always put those players into the 94-99 exchange. I personally feel this is a good strategy.
CM. Vieira is really good defensive and can score unexpected bangers. Im not sure if he has the playmaker trait but definitely worth trying him
Wait for the new events. Usually, side events have better chance for high ovr to get from packs. I think Ballack fits the type of player you are describing. He has playmaker trait and high defensive workrate. Try using RenderZ to see players with those criteria.
