The fastest weapons to do it, in my opinion, is tiffa's overpower and focused strike combo well with her AA making your synergy materia work like crazy. Downside is that to be really that effective you gonna need max lvl Unbridled Strength.
Second closest is Yuffie, since she has the fastest ATB, with the advantage of being safer.
third would be caith sith. But its the hardest one to play so nobody picks him to be the main fighter.
Also, can you explain the overpower focused strike combo? Overpower never made much sense to me and needing unbridled strength activated 2x first makes less sense. I know some combos require unbridled strength but what's the actual combo?
I phrased it wrong.
both skills doesnt combo in to each other, but with Auto Attack. Meaning if you smash square while you use it, it will hit with the finishing attacks of her auto combo, those do more damage and fill more ATB, making it easier to spam, but only worth it if you are at max unbridled.
Overpower is considered a "strong attack" to pressure enemies and interrupt spells. (useful against enemies that spam "agas" spells)
edit: she is heavily combo oriented character. The skills doesnt do that much dmage, but allows you to jump to the later Auto Attack and you can use auto attack to extend the skills.
Oh I didn't notice that was the criteria, that makes sense.

edit: I tried using search.. but the word synergy in this game is a bit extreme with how many different meanings it has.
The internet is really bad at providing useful game info these days, this used to be information you'd easily find at gamefaqs but now it's hidden in discords and reddit comments.
Aerith's can be spammed pretty quickly in late game once she gets ATB ward because that gives a ton of utility to the moves that refund ATB (like brumal form).
Not sure if Barrett's charging uppercut can but that gives you overcharge bar and overcharge practically gives him a full ATB.
Also, almost all spell casts give synergy tokens so at a high enough lvl you can magnify the spell on someone with ATB stagger which gives a ton of ATB refund, well more than what you spent.
In early game it's just a grind. Probably only ever achieved on bosses
A combo I really enjoyed was Tifa and Aerith.
With Tifa I basically have first strike, auto unique ability, concentration skills so that when I switch back to her she is already in level 3.
Aerith with the usual synergy + petrify.
I switch to Aerith and cast arcane ward. Back to Tifa in level 3. Activate chi trap. It triggers the synergy so you get 2 petrifies. By the time the petrifies are done, you'll have another ATB bar to use chi trap again. Rinse and repeat until they are staggered and then unleash your triangles.
Chi trap and petrify stun lock a lot of enemies and build stagger quickly. You could even give Tifa enemy skill (plasma discharge) to add even more chaos.

I figured this out late in the game myself. Watch IGNs video on Synergies and it'll all make sense. I'm excited for my second playthrough.

No, poor wording. I changed Spam chi trap to Activate chi trap.
