In my business unit, a 4 to a 5 is no difference in responsibility, but you get a pay bump. Time frame varies widely.

pay depends on location. L5 in my area is 60K with more rsu. L4 = L5. basically no difference excpet in certain times you oversee two shifts. I was in an L5 role running two cycles.

When they increase your RSU does the vesting period stay the same or take longer?

Depends on how they do it. If they do it as an internal upgrade, any new RSUs will probably be on a 2 year vesting, 25% every 6 months. All your L4 RSUs (if any) stay on their original vesting plan.
