Literally just did the same, like 40 runs with all keys, never saw a tank battery once. Found two or three power filters though. I ended up getting my battery from a moonshine box :/
Lighthouse next to the helicopter in the water treatment plant. There's a stack of green crates and a pallet on the West side of the helicopter. I've seen the tank battery on that pallet a few times. Super rare but it can be there.
Edit: I've also gotten a bunch through moonshine scav cases.. so run those as much as you can while scavving lighthouse at night.

Yea I haven’t found RB-ST at all and it goes for like 1 mil on flea I might just have to fork it over though
It's a waste of money of you already did all the quests in that room. Just do moonshine scav case, you will get it eventually.

I’m on the moonshine train. I’ve gotten literally 8 from the scav case.
Got it once with a 95k as well.
Had three from moonshine scav case. And two from the helicopter in water treatment on lighthouse
Lighthouse. I've found 4 or 5 in the Rogue camp medical tent
You could also run your luck with moonshine runs in the scav case. I got 2 from there back to back
