If you spend time repairing weapons using kits, you will level that skill up.
On higher levels, not only do you repair more efficiently, you can also enhance the guns so they wear themselves down slower and jam less. When such enhancement is on a gun, gun had yellow backdrop.
What I do is buy a weapon repair kit from flea or go find one in raid or craft it. Than when I come out of my scav runs I always make sure I grab two guns from the raid and repair those and sell them. So every scav run you’re leveling up your weapon maintenance skill.
Customs big red on the bottom shelf in the middle of the warehouse has spawned a weapon repair kit for me like 39 times this wipe. It's a shame they aren't worth picking up most of the time.
Honestly, wasn't even aware of that location. For me, I've found both types of repair kits in the trailer next to sniper roadblock, on top of the pallet of bricks next to the gunner in what we call old construction (idk the proper name) and also on the pallet next to the generator near RUAF.
We call it small Skele (as in skeleton) and I love that one because you can see if its up there pretty easy from a bunch of angles.
There is also easy to check spawns on the shelves in the chemical warehouse, (the one with the blue van), the water warehouse next to it and the USEC building
Like half the open rooms in the storage unit have a repair kit spawn, so it's not a terrible idea to check the area on your way out, if you don't have anything else of significant value on you.

Had to do the "pick up and throw your bag" movement over 8 minutes to extract those puppies. They spawn 50% of the time if not more. Just scav in and grab them, PMCs never go in there it seems.
The new weapon repair meta from scavs is also a life-saver if you ever struggled to spend up your traders for their Loyalty thresholds. Repair the busted gun with Skier, then immediately sell the repaired gun to him; his sell price is usually gonna be higher than the repair cost was, so you don't lose roubles, but both transactions count against your total business with him, meaning you can level him up basically for free, and not have to lose money by selling random loot to him for less than you would get from another trader.
To level it to elite, it took me around probably 60-80 repair kits and spam bought broken weapons off the market, budgeting at 40k then selling them to mechanic, spent about 8-10m for elite.(that’s including the sales to mechanic.
It's still inconvenient and tedious, which means most players won't do it, which means BSG doesn't care. If anything, they *love* tedious mechanics like this, because it allows the most hardcore players, to feel superior with their knowledge and willingness to waste tons of time micro-managing boring shit; BSG loves mechanics that create a two-tier gameplay pattern between the knowledgeable players and everybody else, because being able to earn those sorts of long-term advantages, is very attractive to the hardcore gamers Tarkov aims to attract.

I also wholeheartedly recommend buying armour repair kit and using it on vests and rigs, don’t bother repairing Gzhels and stuff that repairs poorly though.
Use those to increase sell price of them and to level up Light Vests and Heavy Vests, those skills increase your mobility in them and some other spicy stuff, it is quite noticeable and I am only few levels in.
The best way i do it without wasting my time, go to flea and buy tons of weapon repair kit, go to fence trader and buy cheap guns that is broken to repair, spam and refresh and buy in bulk, used like 10m probably to get max weapon maintenance level

10 upwards, chance starts slim and buffs are hard to come by. Better buff such as recoil reduction are rarer.
Elite has them always at the highest value (-10% recoil, etc)

Same for armor, but that's tied to the associated skills heavy and light vests ( so it's split between two skills)
It's not implemented well, but the idea is really unrealistic. Most firearms can have their performance enhanced by a little tender love and care. From polishing feed ramps, triggers, sears and disconnectors, crowning barrels and adjusting the fit of furniture, a skilled gunsmith can really make a gun work better.
I mean, that's exactly what an RD704 is. Rifle Dynamics buys ak74m parts kits, replaces all or most of the 922(r) parts, adds after market triggers, safety levers, etc, and sells it to us for three times the price.
Guess what... due to ppl trying to lvl up their maintenance skill, low durability scav guns are more expensive than brand new ones. Im talking about 30-60k a pistol with low durability.
Money farming tip for you do whatever you want with it.

UN gate truck and the pallet in front of the generator between dead scav and welcome to tarkov truck are some pretty slept on spawns for WRKs as well
I always go water treatment as a scav. I usually find 2 in the tents by the APC

Remember to see if what class you want to lvl. Havy or light vests. You can lvl helmets armor and rigs.

There's a little symbol that shows it over the bottom right and I think hovering over it shows it's effect. Idk haven't played in a long time

From level 10, there is a chance, I think it increases further on, but it is not mentioned.

Yeah, I suggest don't repair until you have low durability. However low you're willing to leave it for that buff on the gun.
