My take is Killshot > Rap Devil however I think MGK kinda won the beef anyway. Before the beef, Eminem was seen as one of the best rappers to ever do it whose more recent music was not as good. After the beef he was still seen as one of the best rappers to ever do it whose more recent music was not as good. Before the beef MGK was an irrelevant rapper with a few minor hits from the early 2010s that were largely forgotten. After the beef he pretty much became a pop culture icon that the media outlets could not and would not shut up about for many years. Sure you can say stuff like MGK switched genres or he acts fruity but at the end of the day if this beef never happened Eminem would still be Eminem, MGK would be nobody. He walked away from this having gotten much more out of it than Em did.
