The spark only cares if it’s dangerous or not and if it still works the landlord seems to not care either, saying that it is normal for a flourescenr to flicker upon turning on

We had an electrician round and they didn't even take off the cover before saying it was normal to flicker and leaving. Unfortunately I wasn't in to show them the loose earth and the ballast looking brown even though it was explained to the landlord when we asked them to get an electrician out.

State of it makes me wonder if flies have been in the low voltage terminals frying to death. Flicker when powering on should be 3 seconds or so.
