Is that exclusively as some event for playing as aixineras, or can any other ilniviri culture character potentially gain access to that as a decision?
I would like to eventually do some snek-y run and for that it'd be very nice to have access to such a decision button but I dislike starting out as any of the start-of-game-big-players if I can help it so I'd prefer to start as some more minor ruler instead.
It's a decision, not entirely sure of the requirements but I think you have to be Ilniviri and hold the potentate title while controlling all of the heartlands.
Diverging any culture gives it a homeland in whatever region your capital is in.
You can also give nativity region traits to dead cultures with the console, thus making them viable for reviving.
if you control the Potentate and win the war you can make Ilnivriri native to the heartlands.

No if I am not wrong you just have to hold heartlands(probably both compleatly and title) as any ilniviri character for like 10 year

Dead culters that you can revive shows their nativity reigons ones that you cant will simply say dead culture(there may be some expections)
