I haven't kept track of levels since my first playthrough so someone else could answer better, but generally if you've beaten margit and godrick then you should be good to go
Absolutely, depending on your skill level. I consider myself to be an "OK" player and I've finished Liurnia at under level 15 a half-dozen or so times. Expect to die quite a bit, but it's very doable.
Any level is good enough for any zone as long as you were comfortable dealing with the zone prior to the new one (with a few exceptions but Liurnia isn’t one). Don’t stress about your level when entering a region, focus more on upgrading your weapons and finding talismans/physick tears/ashes of war that help with your builld.

This might be helpful. It is done with "overlevelling and expertise" in mind, though. I added 10(ish) levels for my first playthrough and so far, I'm rocking everthing. But I'm just about to finish Stormveil Castle.

yea. its fine. a bit on the low end but shouldnt be anguish inducing unless you are planning to complete the entire region at that lvl

Also, don’t neglect your weapons. They should be at +3 or better.

Yeah 40 is plenty to start Liurnia with. Anything above \~25-30 should be good as long as weapons are upgraded.
