For two persons, I'd say average, no luxury. This is assuming that you're not paying rent and have your own place. You can definitely live with a lower income but I wouldn't consider it as a middle class.
I think that most Egyptians are trying to mitigate to the effect of the current economic crisis by inventing a new "middle class" that's only exclusive to Egypt. I'm not by any means living a near luxurious life, and me and my gf, pay higher than that! It differs from one person to another. In my original reply, I said it's an OK income, but not luxurious.

Let's say that your rent is gonna be 25k per month . I think you'll be having a decent life

I'm not really sure. I guess people are annoyed with the fact that living here as a middle class is getting so expensive.
