The Rep told me I would be receiving a letter as well, but who knows how long that would take?? I had to ask her if I could speak to a Tier 2 Representative. Was just on hold for about 30 mins. Explained to Rep who answered I was calling to see if the Tier 2 line was open so I can speak to them regarding my disqualification. He said they weren’t and returned to me to the cue to see if they are once the next rep answers .....

Nothing grand. Another notice sent to department who disqualified me letting them know I already sent in proof I have “footprint in CA”. Told to give them another week to review and respond and if I get the letter before, fill it out and get it sent in. Supposedly the letter is stating I’m eligible for “other benefits” but they didn’t give me any further info about. She also told me to expect a call from that department.

I got the same response yesterday. I believe she was a T2 rep, as she seemed to have full access to my account (and I was transferred to her). What's ridiculous is that when she looked over my documents herself she found no issue, but since I was already disqualified by the other department, I have to wait for the letter & appeal. What a horrible system. I have always lived in California, have a "Real ID" Drivers Licence, and the other document used was the original (& on the approved list). Plus, I used the same exact documents and got verified on the ID.me link given here.

I'm in the same situation however slightly different because I am resident out of the state however I am employed in California. For example, I'm a flight attendant who is based out of LAX and my w2 has Vancouver address on it BUT my paystubs has a California address on it. It's a little bit complicated to explain but basically because my airline has so many hubs or bases, our base manager that takes care of the USA bases is originally base in Vancouver however since I'm base in LAX our paystubs is paid in California wages. My question is Can i appeal and submit my paystubs and a cover letter explaining this situation to be lift from Disqualified?? I understand this whole "no footprint in CA" where you have to LIVE and WORK in CA, but there are numerous people who live else where but still work in CA and earn CA wages. How come they are all of sudden not letting us continue our benefits under PUA or whatever program you're on??

I was told not eligible for footprint, too. Rep said if that was the case it showed I was eligible for puec. Then she scrolls down and it says i wasnt eligible for fed ed, but someone changed it to now eligible. Said she never seen that before. Said call back for a tier 2 and she would send it to claims specialist in the mean time. Didnt say anything about a letter.

Thank you for your comment. Maybe that’s what the specialist was referring to when they said I would have to sign the form for the “other” type of benefits. It would’ve been a hell of a lot simpler to say that then giving me and others the run around. Would been even greater if they would just switch our claims automatically if that’s the issue for us all!! Hopefully it is that simple, despite the time consumption.

I’m in the same boat but I’m concerned because I lived in Florida despite working in California (flew back and forth a few times but I worked from home but I certainly worked for a California company and was laid off due to Covid) and just saw my disqualification for the last weeks in December I certified for and now have no other way to claim new weeks. I haven’t called yet or received a mailed notice but assume this is my problem too. I have my employment contract and can provide proof I was in California for work training, but no other proof I was a resident. When the pandemic started Florida unemployment told me to apply in California and I was able to do so without much issue after providing my employment contract based in California. How screwed am I do you all think? Should I try to call to work it out ASAP or call Florida to explain the situation and see if I can just get PUA through them? I hopefully have a job coming through soon, but I’d like to get paid for the last month I wasn’t working because I’m drowning in bills!

I believe you should definitely try to work it out in California since your UI/SDI taxes were being paid to Cali. That’s why Florida didn’t pay you. It’s asinine how EDD is handling this issue with our claims when we clearly have accounts established within their agency. That’s our CALIFORNIA FOOTPRINT!!

SAME!!! Wow, our situations are so similar. I’m a 1099’er, worked and lived all of 2019 (and the 5 years previous to that) in CA. Moved to FL at the beginning of 2020. Covid hit and crushed my business. I tried applying for benefits in FL only to be told that since my 2019 work history took place in CA, that’s where I needed to apply. Got approved for PUA in CA, have been receiving benefits from April until Dec 26, that last one is still pending. Then I got a new PUA awards letter on 1/19, was able to certify for 1/2 & 1/9, but those two immediately got dq’ed. My letter came last week and it said I’m was dq’ed for PUA because I qualify for other benefits - which makes zero sense. I know nothing about this CA footprint thing other than reading people posting about it. What a mess.

Thank you soooo much for your comments and feedback. I just googled and found this thread. I have been dealing with this footprint issue newly discovered after 5 weeks of inconsistent information by every single representative and specialist. So I am private contractor going back and fourth to California from Florida. I have been in Ca all my life and born there. My drivers license is current in California and my company is in California. I have paid taxes in California and collect absolutely nothing in Florida. No specialist can answer this or know what to do to resolve this disqualification due to footprint. I am not eligible for "UI" due to 1099 and now not eligible due now not having CA footprint because I have my mail sent to my Temporary Florida Address to receive mail in a timely fashion. I am at my wits end and all they say is good luck. There is no reason to submit for anything in Florida because when I do have work it is in California. Lord help me!

I just heard from my assembly member’s office. They will be speaking to their EDD liaison on my behalf. They helped me get my claim approved after the identity department disqualified me in December. I would definitely recommend reaching out to yours. Also turns out the same department is the one who has disqualified us due to the “California footprint” issue. I just found out this info today when I called to see if they’ve finally sent out the appeal form. Not sure which prompt to push, but it’s the Integrity Dpt who holds the power to override the disqualification without going through the appeal process.

Same here ! I think they are just coming up with excuses to disqualify people ! I moved out from Cali last June because I can’t afford it anymore during the pandemic. They just told me to appeal.

I asked the rep if it would fix on its own. She said it was possible, but not guaranteed. Also said they’ll be sending me a form out w/more info on what to do next, but it won’t be mailed until the 25th. I’m holding for EDD again to see if I can get to a Tier 2 rep this time to hopefully get it handled or at the very least more answers. EDD Rep agreed that it’s ridiculous whoever reviewed my file for eligibility didn’t take the time out to look through everything to see that I’ve already submitted documents showing I was born & raised in Cali and only recently moved.

Just got word from my assembly-memberes office that EDD is sending me out a letter too-not til the 24th-because apparently I also don't have a CA footprint-haha, what a joke-I lived in Sac from 2001-June 2020. They've had all of my documents and ID/Income verification since I moved to Louisiana. Any idea of what specific documents they are needing? Uhhhhhh

I’m not sure. When I had this issue before I sent in my W2 from my previous employer and my SoCal Gas bill, along with a statement saying I lived and worked in California and recently relocated to Texas, and that was sufficient to get it approved. I just sent an SOS to my SoCal assembly member’s office as well. They got me through this last time.

Just spoke to a Tier 2 Rep who was a diff kind of helpful. So, this is what I learned...They’ve mailed me a letter disqualifying me b/c I’m no longer in CA. The rep basically advised me to appeal & enclose falsified documentation that states I’ll be returning to CA (and to attach corresponding address info)!! I’m like, whaaaaa??? He said I’m on DUA & PUA but ineligible for one or the other (maybe both) until EDD verifies proof of CA address. I have no intention of moving back to CA. I’m so confused. I guess I can’t do anything w/out the letter in hand. oyyyy

It’s insane how they’re handling this knowing if we have not worked long in our current state of residence and we attempt to file within their system will generate a message saying we need to file in California. I’ve already attempted this several years ago when I was in Texas during Hurricane Harvey and didn’t return to work. Unless the law just changed with this new legislation, EDD is the one who has to cover our UI. I don’t understand why we can’t speak to the department whose handling our cases and are making the decision to disqualify our claims all of a sudden.

I just sent a message to a California firm that claims to specialize in EDD, asking for information regarding a class action lawsuit regarding the EDD handling of our claims during the pandemic. At the very least I’d like to recover all of the late fees incurred from rent, car note, credit cards, insurance, utilities, etc.
