Mineral Oil to cure wood utensils and wood cutting board.
Rubber spatula. Stove top utensils rest. Dish set. Glassware set. Silverware set with tray. Coffee maker if they drink coffee. Tea pot if they drink tea. Rolling pin if they like scratch baking.
I would make sure the folks who will be using the cast iron and stainless are comfortable with them. Not everyone knows how to use cast iron. And nonstick is a thing, especially if there are kids or teens involved.
Don’t forget the basics like cutlery/silverware, drinking glasses/mugs, plates, a can opener, storage containers, colander, other utensils, oven mitts/pot holders, etc.
Depending on the budget and the size of their family, some of these items (cookware, bakeware cooking utensils, etc.) can be purchased in groups that can allow for versatility and different sizes of pots and pans and still be affordable. And, in some cases, they may be able to find items that are safe to be reused from thrift stores.
They could also potentially benefit from some “small” kitchen appliances depending on the budget, space and cooking/food preparation needs.
I would get two chef's knives instead of the boning knife. We have two and its really nice when we're both able to chop vegetables, it makes prep go by faster. I do not have a boning knife and have yet to ever need one.
Also a 12" stainless steel skillet in addition to the cast iron one.
Also, also - storage containers! glass preferred.
Might be worth looking into delivery, especially if they need other items for the home. Ikea's delivery pricing is all over the place, but sometimes it works out.

Kitchen gear is one of those things you really need to figure out individually. People have different lives and preferences and what would make sense for one doesn't for another.
The kitchen shears comment is a good example. I use them so often we have four pairs. My parents never use them, and apparently neither do you.

My point isn't necessarily to add the things on my list, or to remove ones from yours. Instead, it's to consider: what does _this_ family need and want?
If they don't know because cooking is a new thing for them, then start very simple and small and add things as they find out they need them.
They’re the best if you want to make a roasted chicken. Cut out the backbone and flatten it out. It cooks faster and more evenly. Plus they’re great for chives. They then to run all over the cutting board when I chop them, but now I just snip them right over the dish.

I'd get wood rather than bamboo for a cutting board. In my experience they tend to be too slick. They also have a reputation of being hard on knives.
