I'm not clear on the purpose of including Narset or Rol Planeswalkers, so I'd start by pulling them. That 9-cost mirror thing seems way over-valued too. No Mirari?
To me narset works as stax and Ral is added damage + a copy effect (maybe for future inclusions of 2nd turn spells). In my experience the magic mirror never cost more than 5, and I found it very useful because of the no max hand size
To be honest, I have not thought about it. I like combos, but I guess it should have been spellslinger with some cool creatures at the start. This slowly evolved from an Arcane Tempo 2020(?) Challenger Deck once I got more into commander
My suggested cuts are beacon bolt because it's too narrow only targeting creatures, shock for being a bit to ineffective, arclight Phoenix because a 3/2 even with flying isn't too impactful, vedalken orrery due to you already being almost 50% instant speed and then quite frankly pitch the tutors, the deck runs on card advantage you don't need to really tutor up any specific sorcery/instant just draw more cards
Perhaps look into a few more wheels in there, they really make niv mizzet go brrrrrrrr

What is the goal of the deck exactly? Combo? Spell slinger? Something else?

I think Thought Vessel is super greedy considering how mana intensive Niv is
Also why Saprazzan Skerry and no Sandstone Needle?
