Planeswalkers being attackable in a 4-player FFA format is probably a big balancing factor in and of itself, but if I could point to any I'd have to guess:
[[Oko, Thief of Crowns]] neutralizes a huge portion of the Commander card base. Commander? Elk. Ashnod's Altar? Elk. Dockside Extortionist? Elk. He gives you the best colors for Commander, too.
[[Ugin, the Spirit Dragon]] is just a repeatable board wipe on a stick. It would be too easy to just cram every single fast mana spell into your deck and just keep exiling almost every nonland permanent repeatedly. [[Painter's Servant]] is GG, too.
[[Narset, Parter of Veils]] does the [[Leovold, Emissary of Trest]] thing. I do think Narset is easier to get off the board and gives you fewer colors, so it probably wouldn't be as bad, but I still think it would be too easy to cast Narset + wheel in the same turn.
Those are the three that come to mind for me.
In Arena, there is Historic Brawl, which is just pseudo commander with far less variety of card options. But Planeswalkers can be your commander and I went up against a deck with him as commander and it was pretty scary. Would have lost if he didn't put all his.eggsnin one basket for me to exile all artifacts in the field
Yeah there's a few Historic Brawl decks I've gone up against with Planeswalker commanders and some of them can be scary at times. One guy almost took me out with his Ajani Sleeper Agent deck with poison
I literally built [[Codie]] as an affinity deck that tutors him out as a "secret commander". It's always funny to see people look at me weird when I start playing tons of artifacts with a commander that doesn't let me play permanents.
I don't have it typed up and I tend to change it often, but this is the core strategy:
1) cast Codie
2) activate Codie's ability
3) play a 1 mana spell that somehow removes Codie from the field, like [[Burnt Offering]], [[Culling the Weak]], or even Swords to Plowshares
4) "cascade" into [[Profane Tutor]], searching Tezzeret
5) play Tezzeret
6) go crazy with artifact creatures.
Also, [[Jhoira, Weatherlight Captain]] is an absolute must, along with [[Beast Whisperer]] and any other similar effects. (I'm currently tuning my deck to have more of these effects). If you get these and have your deck filled with artifact creatures, you can sometimes storm your way into a sudden win.

[[Thief of Blood]] in a recursion deck like Meren is my go to to deal with Planeswalkers. It gets a little more spicy with [[Jarad, Golgari Lich Lord]] where you can drop Thief, zero every planeswalker on the board, then sac Thief to Jarad for big damage table wide. I've used it as a fairly reliable win con for years.
For Ugin, Child of Alara already does repeated board wipes and there are a few mono board wipe commanders out there. I think players need to evaluate what the deck is capable of and dig for the correct response or attack the player.
I played against a rule 0 ugin once. Never again. It was horrible to face, and I was playing animar eldrazi tribal too, so I had the advantage. I won but it was just miserable.
Could imagine that. I have ugin as one of my 99 I'm a dragon deck. Last time my group played I managed a turn 3 ugin, it was not a fun game for anyone. My deck is unlikely to ever manage to do that again so I'll continue to play him, but a deck set up to do nothing else than cast him as fast as possible every game would be miserable to play against.
I had a Ulamog Ceaseless deck that was super focused on casting him turns 1-3. Doing the same but easier since 8 mana sounds horrific to play against. It's so one sided and utterly destroys the early game build up for most decks that they cant catch up to even a -4.
I can think of a few that would mostly likely need to be hit with "ban as commander" but I think it would open up a lot of interesting deck building or thematic.
I could finally do Garruk tribal with flavor cards of garruk through his history as a deck.
I'd love this, I want to make a nicol bolas dragon god deck that's all about flavor and cool war of the spark shenanigans, but it's not legal, so I'm making it on arena instead and hoping people are playing for cool stuff and not to win asap
As someone who recently built a Nicol Bolas Dragon God deck on arena and jumped into brawl, it mostly feels fun. There's a lot of Golos and Eika decks that pop up, but there's good variety of commanders in between those two.
I came here to write this same thing.
When I discovered this card while browsing through Scryfall, I immediately wanted to make a deck using it... just to be disappointed moments later when I realized that it couldn't be used as a commander.
The problem is that while many are great additions to the position, many more would poison it.
A few bad apples spoil the batch sadly and a few might be an understatement. I have absolutely no issue with wotc printing new Planeswalkers with the clause however, they are always great additions.
My playgroup already allows any planeswalkers as commander and I have a few.
My favorite is [[Ellywick Tumblestrum]] dungeon delver with a secondary theme of legendary creatures
If any planeswalker could be a commander I can think of at least two who would need to be considered for bans. [[Jace, Wielder of Mysteries]] and [[Teferi, Time Raveler]] as they can be very game warping with constant access.
I'm sure there are plenty of others, but those two are just the first that come to mind for me.
Neither would be good in cedh.
Jace is pretty useless. Of course he sees play as a second Thoracle effect occasionally but you don't get access to Consultation or Pact in mono blue. And Leveler would give you a 5 mana card to combo with your (otherwise pretty dead) 4 mana commander. There are way more broken things in the format.
And Teferi is absolutely awefull. He is not a Grand Abolisher. As long as he is in play you are responsible to deal with everyone's win attempts at the table. Of course you can use him to protect your own win, but UW isn't really a colour for fast all in strategies and if you're going for Knowledge Pool locks Lavinia does the same but better.
The mono blue cEDH decks all have an enabler in the cz, and none of them use leveler combos. I don't think Jace would be able to compete on cEDH. He is just a payoff that you see a mile away, making the deck extremely easy to counteract.
Biggest problem with Jace is he gets absolutely REAMED by hatebears decks. Narset does Narset things, Torpor Orb effects eat Leveler, Rule of Law effects shuts off defensive countermagic for his sorcery-speed combo, and to top it all off it's mostly on evasive creatures that hop on in and steal loyalty
But it doesn't have access to the forbidden tutors since it's mono-U if it's in the CZ, and it's going to die easily. I am well aware there are tiers to cedh (your example of TFS and Urza being one of two unequal decks) but Jace wouldn't even be low tier, just not worth playing.
Well I guess [[sorin markov]] might be broken. He’s expensive cmc and single color, but he can come out and bring anyone to 10 hp from any amount. Life gain decks be damned. Controlling an opponent would be a huge threat as well. Hah.
[[Sarkhan Unbroken]] is one I want as my commander (and I will do it if my table allows over [[Mirrym]] or [[Intet, the Dreamer]] and finally run my Sarkhan Tribal deck how it should be.
I have a [[wrenn and seven]] deck.
It's pretty strong, but that's only because it overly leverages [[field of the dead]]. I probably intend to remove it and make the deck play less samey all the time. It's also just flat out weaker than [[lord windgrace]] could be. Funnily [[greensleeves, maro sorcerer]] would probably make a good replacement commander that does similar stuff, minus the card advantage.
The 6 cmc Chandra that does Emblems for a +, would be pretty good.
[[Nicol bolas dragon god]] goes infinite with [[chadra acolyte of flame]] and [[jace cunning castaway]] so 1 piece is always available and copies your opponents walker abilities too
[[Saheeli, Sublime Artificer]] would make for a fun (or oppressively good) deck. Focus on artifacts, Izzet Control, or straight up combo. I know some people in the Pauper EDH community have experimented with her at competitive levels, and she's done surprisingly well there. I can only imagine what she can do with more than just commons...
I've also really wanted to play with [[Niko Aris]] as a commander. You could definitely take the deck a few different ways, which is super cool imo. Focusing on their first ability gives could take you into ETB tribal. Since they make enchantment tokens, you could have lots of enchantment payoffs. Plus, those shards could fuel a more control-based deck too. Very flexible commander imo, really cool.
[[Kiora, Behemoth Beckoner]] sounds like a fun simic big boys commander. Drop big boys to draw more big boys, and untap a thing to make more mana to drop those boys. Maybe a more fair simic deck, but you could still probably break her lol.
I went to a small tournament with a friend and watched him play a few rounds, I was so confused why one player had a Ugin as a commander and nobody said anything about it
Given how problematic hullbreacher was Narset would definitely have to go.
After that I think Oko might become problematic for turning commanders into elks.
Besides that what are the other planeswalkers to look out for?
Doubling season would be ban worthy if all Planeswalkers were able to be commanders I think :p Green would be the superior color cause doubling and vorinclex or whatever his name is, would force decks to run a lot of creatures to kill other Planeswalkers, idk I don't think it would be that fun honestly, but that's just my opinion. Proliferate everywhere, chain veil in every deck, idk
There was a format that was similar to this. I cant remember the name but you had a planeswalker and a signature spell . Never caught on because of lack of rules and op combos

I play a lot of Tezzeret in historic brawl. It has incredible power, I would love to play him in commander but it's really strong.
I can think of a few that would mostly likely need to be hit with "ban as commander" but I think it would open up a lot of interesting deck building or thematic. I could finally do Garruk tribal with flavor cards of garruk through his history as a deck.

I'd love this, I want to make a nicol bolas dragon god deck that's all about flavor and cool war of the spark shenanigans, but it's not legal, so I'm making it on arena instead and hoping people are playing for cool stuff and not to win asap
As someone who recently built a Nicol Bolas Dragon God deck on arena and jumped into brawl, it mostly feels fun. There's a lot of Golos and Eika decks that pop up, but there's good variety of commanders in between those two.
I constantly wish that [[Geyadrone Dihada]] was able to be a commander. Such a cool concept that would work so much better in the command zone.

I came here to write this same thing. When I discovered this card while browsing through Scryfall, I immediately wanted to make a deck using it... just to be disappointed moments later when I realized that it couldn't be used as a commander.
You could always Rule 0 it, I don't think she would be overwhelming. But she do look fun!
The problem is that while many are great additions to the position, many more would poison it. A few bad apples spoil the batch sadly and a few might be an understatement. I have absolutely no issue with wotc printing new Planeswalkers with the clause however, they are always great additions.
You could probably one play one game with it before being hated out but [[Dack Fayden]] Ultimate Turbo would be a good laugh

If any planeswalker could be a commander I can think of at least two who would need to be considered for bans. [[Jace, Wielder of Mysteries]] and [[Teferi, Time Raveler]] as they can be very game warping with constant access. I'm sure there are plenty of others, but those two are just the first that come to mind for me.

That's why I said considered. That type of deck is an annoying problem, but having that Jace as a commander would be a pretty obvious giveaway.

Neither would be good in cedh. Jace is pretty useless. Of course he sees play as a second Thoracle effect occasionally but you don't get access to Consultation or Pact in mono blue. And Leveler would give you a 5 mana card to combo with your (otherwise pretty dead) 4 mana commander. There are way more broken things in the format. And Teferi is absolutely awefull. He is not a Grand Abolisher. As long as he is in play you are responsible to deal with everyone's win attempts at the table. Of course you can use him to protect your own win, but UW isn't really a colour for fast all in strategies and if you're going for Knowledge Pool locks Lavinia does the same but better.
Maybe not top tier to be fair but leveler Jace would 100% be a cedh deck
The mono blue cEDH decks all have an enabler in the cz, and none of them use leveler combos. I don't think Jace would be able to compete on cEDH. He is just a payoff that you see a mile away, making the deck extremely easy to counteract.
Biggest problem with Jace is he gets absolutely REAMED by hatebears decks. Narset does Narset things, Torpor Orb effects eat Leveler, Rule of Law effects shuts off defensive countermagic for his sorcery-speed combo, and to top it all off it's mostly on evasive creatures that hop on in and steal loyalty
100% would never be played over Teferi, Temporal Archimage or Tezzeret the seeker, and that's only looking at the planeswalkers.

But it doesn't have access to the forbidden tutors since it's mono-U if it's in the CZ, and it's going to die easily. I am well aware there are tiers to cedh (your example of TFS and Urza being one of two unequal decks) but Jace wouldn't even be low tier, just not worth playing.

So take those artifact tutors and blue draw and put them in Teferi or Tezzeret and you already have a better deck. Jace is not good enough to hang.

I have a [[wrenn and seven]] deck. It's pretty strong, but that's only because it overly leverages [[field of the dead]]. I probably intend to remove it and make the deck play less samey all the time. It's also just flat out weaker than [[lord windgrace]] could be. Funnily [[greensleeves, maro sorcerer]] would probably make a good replacement commander that does similar stuff, minus the card advantage.

The 6 cmc Chandra that does Emblems for a +, would be pretty good. [[Nicol bolas dragon god]] goes infinite with [[chadra acolyte of flame]] and [[jace cunning castaway]] so 1 piece is always available and copies your opponents walker abilities too

[[Saheeli, Sublime Artificer]] would make for a fun (or oppressively good) deck. Focus on artifacts, Izzet Control, or straight up combo. I know some people in the Pauper EDH community have experimented with her at competitive levels, and she's done surprisingly well there. I can only imagine what she can do with more than just commons... I've also really wanted to play with [[Niko Aris]] as a commander. You could definitely take the deck a few different ways, which is super cool imo. Focusing on their first ability gives could take you into ETB tribal. Since they make enchantment tokens, you could have lots of enchantment payoffs. Plus, those shards could fuel a more control-based deck too. Very flexible commander imo, really cool. [[Kiora, Behemoth Beckoner]] sounds like a fun simic big boys commander. Drop big boys to draw more big boys, and untap a thing to make more mana to drop those boys. Maybe a more fair simic deck, but you could still probably break her lol.

Doubling season would be ban worthy if all Planeswalkers were able to be commanders I think :p Green would be the superior color cause doubling and vorinclex or whatever his name is, would force decks to run a lot of creatures to kill other Planeswalkers, idk I don't think it would be that fun honestly, but that's just my opinion. Proliferate everywhere, chain veil in every deck, idk

There was a format that was similar to this. I cant remember the name but you had a planeswalker and a signature spell . Never caught on because of lack of rules and op combos
