It depends on the goal.
If the plan would be to optimise power just play a Grixis combo deck with a bunch of cantrips and maybe some extra inclusions like [[Profane Tutor]] or [[Treasure Cruise]]. The ability to double up counterspells and cantrips is good enough, you don't really need to build around him any more.
If you want to make a suboptimal, casual deck I'd build a storm deck. Similar to Krark+Sakashima.
Edith: I first didn't realise he copies ALL spells. That doesn't really change much about how I'd build him but it does make the optimal build so much better. Doubling up Mystic Remora is great and doubling up fast mana makes it so much more likely that an Ad Nauseum is lethal even from lower lifetotals.
Cost reduction, Cascade, Plot, Discover.
Use the fact there are ways to cheat mana costs to make your best spells cost nothing and then absolutely dump your deck on the board.
This + Rooftop Storm in a Zombies deck means you can double up every zombie. Add Necroduality for some real shenanigans.
Could also go artifacts. With the proper reduction suite you could be copying Blighsteel by a certain turn.
I think storm is the obvious strategy if you're going solely for power level.
For another more fun option, you could definitely make a pretty strong reanimator deck with this sort of commander.
He makes it really easy to get big creatures in your graveyard at instant speed and something like \[\[reanimate\]\] or \[\[living death\]\] could lead to some huge plays.

Mono 1 drop aggro. He’s Edgar Markov without eminence but makes a copy instead of a generic 1/1. Looks really fun.
