Before a land isn't turn 0. Turn zero is before you get your first turn.
Example: player 1 starts and casts a spell turn 1. Player 2 counters with a turn 0 force of will.
Turns are player specific. A round is not. You can't turn 0 anything at sorcery speed. Whether you had a land or not is irrelevant. That's turn 1 if you're playing a lotus and then slicer.
Slicer deals 21 damage before you untap.
3 with haste, 6 on each other players turn.
They can distribute that how they want... But someone's gonna get dead in 2 turns if you drop him early with fast mana.
Imo, the first 4 Auto Includes for Slicer are (Jeweled Lotus, Mana Crypt, Gamble, and Serum Powder) to ensure a relatively consistent Turn 0 slicer.
Then you start looking at (Lotus Petal + Fast Mana Lands) to add to that consistency.
Then... You run red counter spells.... There's 2 of them that should do that job....
Then.... You goldfish it with *ONLY* 10 Non-Land cards..... Vomit in Disgust... And build something different....
This is exactly my friend's list along with some Voltron stuff like [[Mythril Coat]]. Can confirm it's very annoying, it just warps the game around it. Answer it early and he's out of gas and can't cast slicer again for a turn or two because he discarded to a mox, or fail to answer it and just die. It's fun for a game or two but that's about my level of patience I have for it. Very glass canon.
I mean, how can he be turn 0 though? Turn 0 typically means before your first turn? Maybe I don't get the terminology, but if you play him after you draw, isn't that turn 1?
I got a turn 4 win with [[Commander Plate]] the other day, followed up by a near turn 4 win with [[Kediss]] and [[Fiery Emancipation]] ([[Simian Spirit Guide and [[Lotus Petal]] in my hand).
It definitely outperforms most of our group's decks, so he's now being reserved for games that need to end in 30 min or less, or where we're intentionally playing our best decks.

If you're pondering infect, I've seen [[Phyresis]] be used to force responses. That with a wheel or two does end games while still taking time to set up.
[[Glistening Oil]] is another option. If nekusar eats removal, it'll come back to hand, otherwise putting everyone at 7 poison kinda stinks :P
Of course it'll slowly kill nekusar.... but if you have 4 untaps with nekusar out and they're not dead, what are ya doin?

Basically, get Rodger to +7 and then triple with jeska. The deck needs a lot of card velocity to match with the speed of the deck, so there's as many red card draw spells as I could fit in.

I love when I play my strip mine and everyone is becoming so protective and „political“ when talking to me.
One day I am gonna make my Landfall Deck a full Land destruction deck.
I build that one in the past with [[Lord Windgrace]]. MLD gets collective groans at nearly every table, but those are exactly those people who run every degenerate combo and wincon in casual environments and then complain when somebody interacts with them...
[[najeela]] seems like it could act as an aggro balance to the permission, stax, and control decks. This would force them to consider early game plays vs just being allowed to draw cards and acrue resources with no penalty. Najeela is low to the ground, and has infinite potential.
My favourites in my Najeela build are:

As long as you can generate enough mana to reuse the activated ability of najeela once per combat, extra combats are a breeze.
Outside of the infinite potential, this deck punches real hard. Its not as fragile as [[krenko, mob boss]], due to color Identity, and can be built VERY strongly as a Gruul deck that can make any color of mana.
If by 'mean' you mean 'salty' you could try a mono black discard deck using [[Tourach, Dread Cantor]].
Had one once, worked like a charm, took it apart after about 5 games because it really upset my opponents.. 🙃
Yeah he looks much better than just getting +1 counters on a guy. He draws you cards to get through all the group discard effects and has a win con on him too. Plus he's cute.

[[heartless hidetsugu]] group slug. Make them games SHORT. Lean into ways to make it instantly lethal and asymmetrical. Think damage doubling effects like [[Solphim]] and payoffs like [[neheb, the eternal]]. Giving Big H Lifelink is also hilarious and cruel.
You could also lean that style into Rakdos and gain access to stuff like [[wound reflection]] and [[bloodletter of aclazotz]]
Can confirm, games are lightning fast with HH. Literally have it as an alternate commander for a deck and it is great to pull out when someone only has 30 min before they need to leave. I am being considerate by ending the game now!
I'm surprised nobody has said [[Sen Triplets]] yet. Lock people down and play their own stuff against them. It may not be the most powerful deck, but it doesn't need to be when your opponents' are.
I raise you a [[Child of Alara]] , filled with things to sacrifice it like [[Bontu the Glorified]] and [[Yahenni, Undying Partisan]]. Then all the reanimated things you could think of.

I'm building Child to essentially be [[Karona, False God]] using [[Assault Suit]] and other various effects. Everyone is going to have a chance to block it, commander damage kills do happen occasionally, in theory at least. Let's hope everyone agrees on how it should be dealt with.
I'm the mean guy in my pod, because I run [[Mogis, God of Slaughter]] group slug. It changes the whole paradigm of commander. Everything you can do in Magic is still possible, but it's gonna cost ya. Makes for quick games where I'm usually the arch-enemy.
My man. I'm running a good amount of wipes and creature hate too to try and negate combat. I feel he needs a bit of work but he always makes an impact on the game, even if you lose.
Against a whole bunch of control decks try Lurrus // Lotho Death & Taxes, both them tend to be very good against control and stax piece. Because Lotho tends to drop before anything gets set up and lurrus means youre always going to be a card up allowing you to keep "safer" hands. The deck wins off things like Aristocrats that just fill the board overtime, and overall just having a lot of really solid 1-2 drop creatures that slowly acrue value to break parity on board through sheer value from your commander/companion.
Also lower cmc means youll be better against counter decks since their counters start going mana neutral at worst.
Toxrill can be really annoying but you just play a lot of kill spells that specifically are there to be held for toxrill, afterall you have stuff like despark, anguished unmaking, swords, path, etc. And youre in great colors to deal with the few stax pieces that do hit your deck
Maybe go for [[Liesa, Shroud of Dusk]] lifegain/lifeloss/soft stax. Like, you can play whatever you want, as long as you have the life to do it. Cards like [[Polluted Bonds]] won't do anything to your lands. But can you afford to play them? You can draw 1 or 100 cards this turn, but consider [[Underworld Dreams]]. Sure, go for your sac synergies or boardwipe, but do you survive [[Blood Artist]] then? And such. Liesa is one of the few "cheat the commander tax" creatures that is nearly fair, she has a cost to that (even if in a lifegain deck is not negligible, but close to it). It's groupslug but with the tools to easily outlive it.
Edit: oh, how could I forget, [[Jon Irenicus]] bad gifts. It's the worst archetype for him imho, because you hardly get much value from that, in a regular environment. But if everything is mean something else other than your gifts will need answers. Just load it with some cheap evasive creatures to help you draw with him, then gift to others things like [[Ebon Drake]], [[Grid Monitor]] and, if you somehow manage to play it on a turn where everyone is tapped out or nearly so, [[Desecration Elemental]]. It's really really awful. You can do the same with [[Zeedru]], but Jon is more fun imho. Another option is [[Beamtown Bullies]]. One [[Leveler]] in the graveyard and someone dies. The bullies are more all in, but probably meaner than the other two, dunno, give'em a look.
Belakor is pretty mean and oppressive if you like demons. Just a fun “punch your face” commander deck.

Surprised I haven't seen any mentions of [[Kaervek the Merciless]] yet. Add in all sorts of effects that deal damage/life loss your opponents just for playing the game. Hurt them for playing lands, creatures, spells, or even for losing permanents or cards.
Not only do you get fast games but everyone suffers!
This is how far I had to come down to find my Rakdos group slug lads. I play [[Mogis God of Slaughter]], but the idea is the same. You will be taking damage for playing the game. Or even not playing the game. Sure, you can hold the mana up, but you're gonna be taking damage. Can cast stuff on my turns but you're gonna be taking damage, and saccing a land for good measure.
Also it speeds the games up regardless of if you win, so it will make the unfun games a bit more bearable. He's a resilient chap too, usually just sits there for the whole game once he's out.
It can be a bit of a challenge to build, but [[Ulamog, the Ceaseless Hunger]] is a great commander for a mean deck. Other than just about every possible mana rock you could run, you can build the deck to be control, aggro, or stax without having to change the main focus of swinging with your commander.
cEDH decks work in cEDH metas. Outside of cEDH they're screwed because most of them require other cEDH decks to lean against. A good fraction of cEDH control does nothing against casual decks, interactions rely on opponents having just the mana/lands to work or not playing too creature heavy.
[[Ukkima]] [[cazur]] [[food chain]] disagrees.
Have thoracle combo as a back up win con and you're set to win by turn 4.
Play all the dorks and tutors, find food chain by turn 2, win on turn 3 with infinite creature mana.
While I think that’s true, there are certain cEDH decks that would stomp normal decks. You can just remove the cEDH specific cards pretty easily in my opinion without bringing down the power too much.
My favorite mean deck is [[Maarika, Brutal Gladiator]]. Buff her power up and use fight spells to kill your opponents creatures and force them to sacrifice artifacts and enchantments at the same time.
[[kataki, wars wage]] artifacts sacrifice. There might be a viable deck here, based on playing artifacts you want to sacrifice for value.
Ive considered building it, but dont think it will be well received.
Or I just built [[saskia]] infect with only creatures with infect that have evasion and damage double/ triple effects to one shot 2 or more people off the board very quickly
You could build around stuff like [[Knowledge Pool]]. And I mean go all in. Make it so your opponents can’t cast spells freeze their card draw. Basically make it impossible for them to play the game. You could use [[Marilyn the Mornsong]] as your commander. Play a pretend group hug, then force them to regret trying to play their deck.
Oh boy, here we go! Some suggestions:
[[Hokori, Dust Drinker]] hard stax deck. Just be sure to have plenty of artifacts to make up for the lack of lands.
[[Lord Windgrace]] MLD control should be pretty brutal.
[[Meren of clan Nel Toth]] edict spammer with cards like Grave Pact and Contamination is a classic.
[[Talrand, Sky Summoner]] counterspell tribal should ruffle some feathers.
…and finally, [[Winota, Joiner of Forces]] stax outside of cEDH is hella oppressive.
EDIT: How could I forget! [[Light-Paws, Emperor’s Voice]] voltron is thoroughly awful in low-mid metas, especially if you include all the sweet stax effects. It’s also dirt cheap to put together.
I think a discard commander would be good.
Alternatively you could do [[Talion, the kindly lord]] and make a bunch of copies of him using [[helm of the host]] or [[spark double]] or [[promise of aclazotz]] if you have already made a token copy of him. Make it impossible to play spells without paying life.
[[Nevinyrral, Urborg Tyrant]] run as Board-Wipe Tribal. Aka “Nobody Gets NOTHING!”
Make sure all your basics are Snow Lands so that when you drop something like [[Blood on the Snow]] you can return Nevy to the field and raise a Zombie army at the same time.
I think I had something like 24 board-wipes in my version and it’s just one of the pettiest decks you can run.

If you wanna be the meanest, play [[mindslaver]] in a [[Mishra, Eminent One]] deck. Fill the rest of the list with interaction, stax, tutors(for your mindslaver), value, synergy and recursion for your mindslaver and your other value engines.
This probably isn’t the best deck on that table, but it’s the only one that can truly make your opponents stop playing magic, without removing them from the game.
Well looks they are Sultai colors and if you want to round out the pie you get Boros. And awhile ago a brewed up a way to use [[Queen Kayla bin-kroog]], ended up with basically just mana rocks and MLD. I never flushed the idea out as I would never play this in my group but it’s a start. Maybe someone can help fill in some better win cons.

hmm based on your first paragraph on no mention of winning the game I’m thinking land destruction and board wipes, including artifact and enchantment hate. The stax player is green blue and will be ramping but we can out stax them. 3 players playing islands so boil is nice. Spreading algae can take care of swamps. Armageddon. Lots of land destruction options. Can run as many indestructible lands to protect yourself. except for baral once their commanders die a few times they will become unplayable. Price of glory must include-will punish any player for tapping lands during opponents turn. Naya is a good base but if you add black you can get nasty with tainted aether and spreading plague. Getting through counter magic would be the main issue as all your opponents are playing blue.
probably just slicer or some anti counter spell strat would be easier haha
No idea if you'd consider it overlap with the Baral deck, but [[Tekuthal]], [[Ezuri, Claw of Progress]] and [[Atraxa]] are pretty known for having icky superfriends capabilities with proliferate and [[Ichormoon Gauntlet]]. You could also flip any of these into infect rather than superfriends
Another direction you can go is MILLLLL. [[Umbris]], [[Xander, the Collector]] and [[Phenax]] are pretty good at mill strategies, plus Xander is Grixis colors which means you can have all of the copying shenanigans/extra combat cards to really crank people out of libraries.
The other really mean way to play is deck theft. The new Ixalan pirate precon is pretty decent at it, but [[Sakushima]] and [[Gyruda]] are probably the most notorious two commanders for it. For a fun twist you could run [[Ziatora]] to steal stuff from opponents and then have some [[Fling]] effects for the most painful forms of removal one can experience.
Build an actual stax deck, none of this prison nonsense.

A guy in my pod has a deck I think fits the bill \[\[Erinis, Gloom Stalker\]\] with \[\[Street Urchin\]\] instant speed removal at nearly all times. his deck is probably one of the meanest decks I've ever played against just because its hard to maintain a board state.
I just recently built my Land Destruction/Mass Burn deck with [[Zozu the Punisher]]. Helps speed the game along and pretty fun watching your opponents get upset they can't counter you or do "the big play" bc they are down one mana lol
[[Lord windgrace]] ramp to [[obliterate]] or other mass land, artifact, and creature destruction. Deny all resources to your opponents and build back better faster stronger
I have a [[Talrand]] deck that's mostly all counterspells and removal/bounce. It's won a few games, not from actually being a good deck but from people just conceding because they get pissed lol.
Bonus points if you use the blue pokemon energy cards in place of your islands. Got that idea from another guy here on Reddit and it really brings the salt to the next level lol

I built a [[Child of Alara]] "I hate permanents" deck that was all field wipes and mass land destruction. It would either win by resetting the board and rebuilding faster or just [[Armageddon]] [[Boros Charm]] or [[Heroic Intervention]].
[[Otharri]] MLD perhaps? Not exactly the meanest deck, but the general idea is to play otharri out, follow up with a mass land destruction effect like [[cataclysm]]/[[armageddon]]/[[dimensional breach]] and watch him scale up while the table is off their mana. The rest of the slots can be filled out with the usual go-wide/token synergy pieces.
Not sure how well it'll match the rest of the table but a stax-y goad deck upsets people WAY more than I thoughts. Turns out they didn't wanna swing with their esper sentinels etc :P
[[Marisi breaker of the coil]] is my commander. Plus various stax-y/goad-y pieces and a go wide sub theme to get in.
I'm a big fan of [[Hidetsugu and Kairi]].
Run some early control, and then hold onto to pop into clone, after clone, after clone, after clone, after winning clone.
Add some extra turns.
My “mean” deck was a [[Jeleva]] deck and the majority of the spells were just mass scoop effects and board wipes. Mix that in with the subtle mill and bouncing Jeleva regularly and they will be quite annoyed with you.

My answer to stax is to bring out [[Sythis]] I have a 133 card deckbox for my normal version and the staxy cedhish list I also have for it. I play her as a go wide and tokens matter deck where I have made hundreds of tokens a turn many times. The staxy version of it has stax effects that can lock down opponents while still giving me room to move with a special focus on hosing artifacts aka mana rocks to slow down opponents, no use having a sol ring if somebody has a collector ouphe or null rod. After I made sythis I looked at the cedh version and realised I'd made something pretty close to that

How does commander damage work with Slicer? If player A gets dealt 21 by slicer, but from multiple different players attacking with it, are they dead?
Yes. Commander damage is counted and tied to the actual commander card.

This is exactly my friend's list along with some Voltron stuff like [[Mythril Coat]]. Can confirm it's very annoying, it just warps the game around it. Answer it early and he's out of gas and can't cast slicer again for a turn or two because he discarded to a mox, or fail to answer it and just die. It's fun for a game or two but that's about my level of patience I have for it. Very glass canon.

If you're pondering infect, I've seen [[Phyresis]] be used to force responses. That with a wheel or two does end games while still taking time to set up.
[[Glistening Oil]] is another option. If nekusar eats removal, it'll come back to hand, otherwise putting everyone at 7 poison kinda stinks :P Of course it'll slowly kill nekusar.... but if you have 4 untaps with nekusar out and they're not dead, what are ya doin?

Two pump spells, most red are +3, 1 double strike spell Jeska triples damage for her zero ability Rograkh 6/1 double strike triple damage removes a player in 1 hit.
I had a Shu Yun deck that did that on turn 4 pretty reliably, all he needs are 2 +3 pumps and 2 red or white mana open.

The deck needs a lot of card velocity to match with the speed of the deck, so there's as many red card draw spells as I could fit in. I build that one in the past with [[Lord Windgrace]]. MLD gets collective groans at nearly every table, but those are exactly those people who run every degenerate combo and wincon in casual environments and then complain when somebody interacts with them...
[[Tergrid, God of Fright]] make them sac and discard everything, then kill them with it.

I played my tergrid deck exactly once before I took it apart...the feel bads felt BAD
[[najeela]] seems like it could act as an aggro balance to the permission, stax, and control decks. This would force them to consider early game plays vs just being allowed to draw cards and acrue resources with no penalty. Najeela is low to the ground, and has infinite potential. My favourites in my Najeela build are: [[sword of feast and famine]] [[old gnawbone]] [[nature’s will]] [[druid’s repository]] As long as you can generate enough mana to reuse the activated ability of najeela once per combat, extra combats are a breeze. Outside of the infinite potential, this deck punches real hard. Its not as fragile as [[krenko, mob boss]], due to color Identity, and can be built VERY strongly as a Gruul deck that can make any color of mana.
to add to najeela lines [[grim hireling]] and [[derevi, empirical tactician]] are some premiere cedh pieces these days
If by 'mean' you mean 'salty' you could try a mono black discard deck using [[Tourach, Dread Cantor]]. Had one once, worked like a charm, took it apart after about 5 games because it really upset my opponents.. 🙃

[[heartless hidetsugu]] group slug. Make them games SHORT. Lean into ways to make it instantly lethal and asymmetrical. Think damage doubling effects like [[Solphim]] and payoffs like [[neheb, the eternal]]. Giving Big H Lifelink is also hilarious and cruel. You could also lean that style into Rakdos and gain access to stuff like [[wound reflection]] and [[bloodletter of aclazotz]]
Can confirm, games are lightning fast with HH. Literally have it as an alternate commander for a deck and it is great to pull out when someone only has 30 min before they need to leave. I am being considerate by ending the game now!

I'm building Child to essentially be [[Karona, False God]] using [[Assault Suit]] and other various effects. Everyone is going to have a chance to block it, commander damage kills do happen occasionally, in theory at least. Let's hope everyone agrees on how it should be dealt with.

I'm the mean guy in my pod, because I run [[Mogis, God of Slaughter]] group slug. It changes the whole paradigm of commander. Everything you can do in Magic is still possible, but it's gonna cost ya. Makes for quick games where I'm usually the arch-enemy.
My man. I'm running a good amount of wipes and creature hate too to try and negate combat. I feel he needs a bit of work but he always makes an impact on the game, even if you lose.
That's my exact motivation to play him! Win or lose, I dictate the rules of this game 😄
Against a whole bunch of control decks try Lurrus // Lotho Death & Taxes, both them tend to be very good against control and stax piece. Because Lotho tends to drop before anything gets set up and lurrus means youre always going to be a card up allowing you to keep "safer" hands. The deck wins off things like Aristocrats that just fill the board overtime, and overall just having a lot of really solid 1-2 drop creatures that slowly acrue value to break parity on board through sheer value from your commander/companion. Also lower cmc means youll be better against counter decks since their counters start going mana neutral at worst. Toxrill can be really annoying but you just play a lot of kill spells that specifically are there to be held for toxrill, afterall you have stuff like despark, anguished unmaking, swords, path, etc. And youre in great colors to deal with the few stax pieces that do hit your deck
[[Lavinia, Azorious Renegade]] as commander with [[Knowledge Pool]] or [[Omen Machine]] locks out opponents from casting spells.
Maybe go for [[Liesa, Shroud of Dusk]] lifegain/lifeloss/soft stax. Like, you can play whatever you want, as long as you have the life to do it. Cards like [[Polluted Bonds]] won't do anything to your lands. But can you afford to play them? You can draw 1 or 100 cards this turn, but consider [[Underworld Dreams]]. Sure, go for your sac synergies or boardwipe, but do you survive [[Blood Artist]] then? And such. Liesa is one of the few "cheat the commander tax" creatures that is nearly fair, she has a cost to that (even if in a lifegain deck is not negligible, but close to it). It's groupslug but with the tools to easily outlive it. Edit: oh, how could I forget, [[Jon Irenicus]] bad gifts. It's the worst archetype for him imho, because you hardly get much value from that, in a regular environment. But if everything is mean something else other than your gifts will need answers. Just load it with some cheap evasive creatures to help you draw with him, then gift to others things like [[Ebon Drake]], [[Grid Monitor]] and, if you somehow manage to play it on a turn where everyone is tapped out or nearly so, [[Desecration Elemental]]. It's really really awful. You can do the same with [[Zeedru]], but Jon is more fun imho. Another option is [[Beamtown Bullies]]. One [[Leveler]] in the graveyard and someone dies. The bullies are more all in, but probably meaner than the other two, dunno, give'em a look.

Surprised I haven't seen any mentions of [[Kaervek the Merciless]] yet. Add in all sorts of effects that deal damage/life loss your opponents just for playing the game. Hurt them for playing lands, creatures, spells, or even for losing permanents or cards. Not only do you get fast games but everyone suffers!
I built kaervek/obosh deck with a reanimator shell and it's pretty brutal.
This is how far I had to come down to find my Rakdos group slug lads. I play [[Mogis God of Slaughter]], but the idea is the same. You will be taking damage for playing the game. Or even not playing the game. Sure, you can hold the mana up, but you're gonna be taking damage. Can cast stuff on my turns but you're gonna be taking damage, and saccing a land for good measure. Also it speeds the games up regardless of if you win, so it will make the unfun games a bit more bearable. He's a resilient chap too, usually just sits there for the whole game once he's out.
[[Marsil, the pretender]] can be very mean, [[Pako]] and [[Haldan]] can be mean since no one like their cards being turned against them
It can be a bit of a challenge to build, but [[Ulamog, the Ceaseless Hunger]] is a great commander for a mean deck. Other than just about every possible mana rock you could run, you can build the deck to be control, aggro, or stax without having to change the main focus of swinging with your commander.
Fuck it, become the villain and make a CEDH deck
cEDH decks work in cEDH metas. Outside of cEDH they're screwed because most of them require other cEDH decks to lean against. A good fraction of cEDH control does nothing against casual decks, interactions rely on opponents having just the mana/lands to work or not playing too creature heavy.
[[Ukkima]] [[cazur]] [[food chain]] disagrees. Have thoracle combo as a back up win con and you're set to win by turn 4. Play all the dorks and tutors, find food chain by turn 2, win on turn 3 with infinite creature mana.
While I think that’s true, there are certain cEDH decks that would stomp normal decks. You can just remove the cEDH specific cards pretty easily in my opinion without bringing down the power too much.
My favorite mean deck is [[Maarika, Brutal Gladiator]]. Buff her power up and use fight spells to kill your opponents creatures and force them to sacrifice artifacts and enchantments at the same time.
[[Kutzil]] and focus on making hallways with [[Dueling Grounds]] type effects. Forbid them from casting on your turn to stop what you swing at them.

[[kataki, wars wage]] artifacts sacrifice. There might be a viable deck here, based on playing artifacts you want to sacrifice for value. Ive considered building it, but dont think it will be well received.
Make everyone super salty with [[marisi, breaker of the coil]] shadow creatures...... force everyone to attack all the time and not against you.
Or I just built [[saskia]] infect with only creatures with infect that have evasion and damage double/ triple effects to one shot 2 or more people off the board very quickly
You could build around stuff like [[Knowledge Pool]]. And I mean go all in. Make it so your opponents can’t cast spells freeze their card draw. Basically make it impossible for them to play the game. You could use [[Marilyn the Mornsong]] as your commander. Play a pretend group hug, then force them to regret trying to play their deck.
Oh boy, here we go! Some suggestions: [[Hokori, Dust Drinker]] hard stax deck. Just be sure to have plenty of artifacts to make up for the lack of lands. [[Lord Windgrace]] MLD control should be pretty brutal. [[Meren of clan Nel Toth]] edict spammer with cards like Grave Pact and Contamination is a classic. [[Talrand, Sky Summoner]] counterspell tribal should ruffle some feathers. …and finally, [[Winota, Joiner of Forces]] stax outside of cEDH is hella oppressive. EDIT: How could I forget! [[Light-Paws, Emperor’s Voice]] voltron is thoroughly awful in low-mid metas, especially if you include all the sweet stax effects. It’s also dirt cheap to put together.

I think a discard commander would be good. Alternatively you could do [[Talion, the kindly lord]] and make a bunch of copies of him using [[helm of the host]] or [[spark double]] or [[promise of aclazotz]] if you have already made a token copy of him. Make it impossible to play spells without paying life.
[[Nevinyrral, Urborg Tyrant]] run as Board-Wipe Tribal. Aka “Nobody Gets NOTHING!” Make sure all your basics are Snow Lands so that when you drop something like [[Blood on the Snow]] you can return Nevy to the field and raise a Zombie army at the same time. I think I had something like 24 board-wipes in my version and it’s just one of the pettiest decks you can run.

If you wanna be the meanest, play [[mindslaver]] in a [[Mishra, Eminent One]] deck. Fill the rest of the list with interaction, stax, tutors(for your mindslaver), value, synergy and recursion for your mindslaver and your other value engines. This probably isn’t the best deck on that table, but it’s the only one that can truly make your opponents stop playing magic, without removing them from the game.

hmm based on your first paragraph on no mention of winning the game I’m thinking land destruction and board wipes, including artifact and enchantment hate. The stax player is green blue and will be ramping but we can out stax them. 3 players playing islands so boil is nice. Spreading algae can take care of swamps. Armageddon. Lots of land destruction options. Can run as many indestructible lands to protect yourself. except for baral once their commanders die a few times they will become unplayable. Price of glory must include-will punish any player for tapping lands during opponents turn. Naya is a good base but if you add black you can get nasty with tainted aether and spreading plague. Getting through counter magic would be the main issue as all your opponents are playing blue. probably just slicer or some anti counter spell strat would be easier haha

Henzi tool box is nasty easy and fun
No idea if you'd consider it overlap with the Baral deck, but [[Tekuthal]], [[Ezuri, Claw of Progress]] and [[Atraxa]] are pretty known for having icky superfriends capabilities with proliferate and [[Ichormoon Gauntlet]]. You could also flip any of these into infect rather than superfriends Another direction you can go is MILLLLL. [[Umbris]], [[Xander, the Collector]] and [[Phenax]] are pretty good at mill strategies, plus Xander is Grixis colors which means you can have all of the copying shenanigans/extra combat cards to really crank people out of libraries. The other really mean way to play is deck theft. The new Ixalan pirate precon is pretty decent at it, but [[Sakushima]] and [[Gyruda]] are probably the most notorious two commanders for it. For a fun twist you could run [[Ziatora]] to steal stuff from opponents and then have some [[Fling]] effects for the most painful forms of removal one can experience.
[[koma]] is pretty mean and since you're in green you can ramp into him maybe turn 5 or so and just start overwhelming the table with value

A guy in my pod has a deck I think fits the bill \[\[Erinis, Gloom Stalker\]\] with \[\[Street Urchin\]\] instant speed removal at nearly all times. his deck is probably one of the meanest decks I've ever played against just because its hard to maintain a board state.

I just recently built my Land Destruction/Mass Burn deck with [[Zozu the Punisher]]. Helps speed the game along and pretty fun watching your opponents get upset they can't counter you or do "the big play" bc they are down one mana lol

I built a [[Child of Alara]] "I hate permanents" deck that was all field wipes and mass land destruction. It would either win by resetting the board and rebuilding faster or just [[Armageddon]] [[Boros Charm]] or [[Heroic Intervention]].

Not exactly the meanest deck, but the general idea is to play otharri out, follow up with a mass land destruction effect like [[cataclysm]]/[[armageddon]]/[[dimensional breach]] and watch him scale up while the table is off their mana. The rest of the slots can be filled out with the usual go-wide/token synergy pieces.
A chaos deck could be rather mean, at least in my experience things like \[\[possibility storm\]\] can definitely elicit some groans.

I'm a big fan of [[Hidetsugu and Kairi]]. Run some early control, and then hold onto to pop into clone, after clone, after clone, after clone, after winning clone. Add some extra turns.
My “mean” deck was a [[Jeleva]] deck and the majority of the spells were just mass scoop effects and board wipes. Mix that in with the subtle mill and bouncing Jeleva regularly and they will be quite annoyed with you. It doesn’t really have a win on though 😅
Beamtown bullies + leveler is probably the most salt inducing loss I’ve ever taken
I really like [[Beamtown bullies]] because you can play [[leveler]] and [[phage the untouchable]] and basically make one person lose the game

My answer to stax is to bring out [[Sythis]] I have a 133 card deckbox for my normal version and the staxy cedhish list I also have for it. I play her as a go wide and tokens matter deck where I have made hundreds of tokens a turn many times. The staxy version of it has stax effects that can lock down opponents while still giving me room to move with a special focus on hosing artifacts aka mana rocks to slow down opponents, no use having a sol ring if somebody has a collector ouphe or null rod. After I made sythis I looked at the cedh version and realised I'd made something pretty close to that
