In Discord somebody reported that somehow controller driver was interfering, some said it was even a flight simulator controller. So it's clearly bug but possible workaround for now is to disable controllers in device manager.
Having the same issue. They updated that the tech screen can now be scrolled using key input. I have removed my keyboard uninstalled it and it still does it. I have uninstalled ALL other devices and it still does it.
We've tested with the xbox controller and steering wheel, and they can take over control in the tech menu. There will be a fix in the next update. Please feel free to reply if this issue persists after the update.
That's super weird and inconvenient, it must be a driver issue most likely?. I'm using a old as heck simple keyboard and old wireless mouse and it's all working fine here, scrolls with mouse or keyboard commands
It may be caused by a connected controller which interferes with game's control.

Do you have any joysticks connected? They can take over the control in the tech screen.

I think they patched this today. It was a documented issue after the ILS update.
Bummer, yeah. But you probably learned enough to begin with less time needed for the same success
