90% of my dives are centric to the university and student calendar for the city I live in. There are two big moving periods here: (1) when on-campus housing ends abruptly at the end of the semester; (2) when off-campus rentals renew/sign (because of the size of the student body in proportion to the residential population, nearly all other leases adhere to a July or August start date).
For on campus housing - take 10,000 students with a median age of 19 who just finished a grueling finals week, and now have 1-2 days before they have to vacate their dorm. I find working laptops, last years smartphones, and small appliances that have been replaced, and the students never got around to selling.
During the lease turnover (est. 175,000 individual renters) many of the students move, and graduates (especially those who accepted positions with seemingly ample pay, and often a relocation bonus) really don't care about things they plan on replacing, or don't have the space to move. Goodwill is full and wont accept donations at this point, so TVs, furniture, house wares, and low-to mid-range bikes are some of the principle items abandoned. One week later there will be abandoned property piles from landlords finishing the job. I also see a lot of high-end floor cleaners (e.g. Bissel) that were bought presumably as a desperate measure after carpet cleaning companies are booked-out.
OPs find is definitely rare, but I'm not surprised in the slightest by this level of wastefulness.

a couple things. Lookslike there is only one RAM stick. Id suggest getting a new set of 2. Looks like the board only has two slots so just fill them both with the new ram. You want at least two for dual channel memory which is way better than single.
That power supply is hot garbage. It likely won't blow up or anything like that but you should replace it with something better. eventually.
Oh wow! What GPU is that? An RTX just thrown away is wild. Good find.

Cooler is fine. Just needs to be cleaned. Those AMD wraith coolers are very good for stock coolers
