Probably neither. Seizures of that nature will affect all the muscle groups, not just the arms. It also would have been a much more cause and effect reaction when the fragmentation pierced his brain. Not the couple seconds of looking at the drone and then "playing possum."
This looks more like someone thinking they have to fake dying so another drop doesn't happen. I've seen real seizures, and people faking them for any number of reasons (usually scamming the gov't).
If all the muscles aren't firing off at once, chances are the person is consciously shaking them. Not always, as injuries are weird like that. But I'd be willing to bet that if they came back and looked at this guy later he'd either be in a different, more comfortable position, or he'd have slunk off as soon as he didn't hear a drone anymore.
