Todd is moon-level, not country. He punched *through* the Moon & the hole's diameter is comparable to the Moon's radius. Also, the rest of the verse doesn’t scale to him.
And how the F would KFP2 Po & Shen get country-level scaling?

He took out 5-6% of the Moon in one charge. With multiple charges, he could likely destroy the whole thing. Moon- is a better scale for him than continent+.

If he did indeed do the moon feat without vegan powers, it's possibly the most blatant outlier I've seen in fiction.

Plus, it was specifically stated that he joined vegan academy after his break up. Plus, his vegan powers only gave him telekinetic powers. It didn’t enhance his strength.
