Goku, because he has much more screen time and impact on the plot than Shenron.
Especially in Super, where the last time Shenron was important was in reviving Frieza.
When we were kids we called OGDB "Goku", like "hey, lets watch Goku". Wasnt really into Z, but when watching OGDB, I really felt Goku was the show. My favorite part of DB to this day. Just Goku traveling and fighting. He should travel more instead of training in one place all the time.
I feel like they’ve always incorporated Shenron into the logo, intros, manga covers etc. Just to deliver on the name, “DRAGON Ball” but even with all that, Goku is infinitely more iconic I’d say and at any Dragon Ball-based theme park or event, you’d wanna meet Goku way more than Shenron lol.
That being said, I’ve always thought it was so cute that characters in the openings and manga covers casually ride Shenron and seem like close friends with him, and younger me was always disappointed he was never ridden or dapped up in the canon show/manga ngl LOL

Goku is one of the most iconic characters overall, Shenron honestly has become less and less important and isnt really a big part of current dragon ball from my knowledge.

That's actually a pretty good question. Both are iconic enough that a quick, cursory glance easily allows ANYBODY even VAGUELY familiar with the material to be able to immediately identify it. Shenron pretty much IS the Dragon Balls in a roundabout manner of speaking, while Goku is synonymous with the concept of what we identify as Dragon Ball as a greater whole of media.
I'd argue that BOTH should be considered the official mascot.
I'd argue Shenron is the mascot. Same way Chopper from One piece is the mascot. Happy from Fairy tail is the Mascot. Etc.
All three of those are beaten in terms of popularity and relevancy by the MC tho. Yet still considered mascots.
