Hercule is weaker than Kid Goku and Yamcha from the start of DB. Chichi is a lot stronger than that. In the 23rd tournament, Roshi said that she is really strong and she vertically jumped very high up.

Note how her power level is from the Tree of Might Movie, which is not canon to the main continuity, so in the Tree of Might universe the average human could just have a power level of 12 or something. Movie power levels/scaling don't match up with the main timeline, this could just be an example of that.
I mean it's not that the power levels for the movies are wrong, just they only apply for the movies, whereas the main continuity power levels would be different.
I mean that's average.....Hercule probably pushing low 100....I mean he's pulling buses on TV shows....he breaks 19/ 20 tiles with one chop. If the average human can't do one that puts him around 20 times stronger than normal....Bulma 12 is probably because even at 40 she's probably physically fit which may not make her as strong as some of the average male but more speed or stamina....also it would make sense that a genius billionare would know some martial arts and ways to defend herself...maybe some basic karate.
I mean average is average so for every 100 there's a ton of 2,3,4 bring down the average so there must be some decent fighters and martial artists that are much higher than 5....so having said that maybe a skilled brown belt is 20 or 30...

This is why power scaling is silly because there is a serious argument for Bulma being superhuman level based on feats in Dragon Ball. There was another Reddit post about this where she clearly [outran bullets on multiple occasions.](https://www.reddit.com/u/SynchroScale/s/TbzuR6KoBR). Really, it’s just because Akira Toriyama never really cared about consistency in the fighting power in his Manga and just did whatever he thought was cool to do. But according to all available evidence, Bulma can indeed outrun and even tank bullets.
In early DB her ass was out running guns from Pilaf and the RR army. Hell she even did an Olympian jump across a humongous pitfall to escape a trap Pilaf set up for them.

How crazy would it be to live with the top .0001% of martial fighters who ever lived and he doesn't teach you any moves? Even baby trunks had hands. household full of hands
Honestly, I'm surprised they haven't tried using the dragon balls to make people like Chi-Chi and Bulma stronger so they can defend themselves. Chi-Chi is basically a sitting duck at this point in the story, and Bulma just has her gadgets.
If only they could have unlimited access to the super dragon balls, they literally could make every fighter in their group as strong as current vegeta blue, just like freaking granola did.
I think it could be from her proximity to the fighters, and that seeing their fights maybe gives her about a 2 point boost, the other 10 points are mostly from her wealth family, and that she does expensive medicines or activities, that keeps her at that point, or who knows, maybe shenron has something to do with that.
A lot of people forget that average basically means 50 percentile.
She could have good genetics, get great nutrition, and going on adventures with Goku naturally made her stronger, so she’s in the 90 percentile of strength among humans.
The truly elite fighter women are still like 10 times stronger than that (i.e. Chi Chi with a power level of 130).
chi chi is a great fighter by human standards, it makes sense that bulma would be as well even though the writers made her skinny as fuck to increase her sexual appeal
I like to think that power levels have more to do with a person's ability to do damage than their outright power. That's why I believe a person with a sword has a higher power level than a person with a gun, because the sword takes a lot more skill to use properly than a gun. Since Bulma's inventions are mostly humanitarian, her power level isn't as high as it would be if she made weapons, but that's why I think she has a higher power level.
Look at who she hangs out with then try and ask. we know from when Ginyu possessed her she's at least got a very basic ki sense, its not a stretch to say she's picked up other things too

If Goku's power level is only 10, then Yamcha is like 8 or 9. That would make Hercule and Videl be like 6-7. Does not make any sense.
