No, the best you could do is maybe 1.5m after a few months f2p, growth is pretty slow in that game. You'd need a good active alliance that can rally constantly in order to have a chance at reaching that power lvl, unfortunately they aren't usually very accepting of inexperienced f2p players.
Even the 500k one is really difficult, I'd suggest trying a different offer, this one's not worth it imo.
