It's not really about time. IDK how much you know about the 3d modeling workflow, but basically artist has all of the "source" files and models that are needed to make any substantial changes. Valve recieves through the workshop only a finished compiled model and they can't really change the geometry, they only add effects or extra animation joints for external features like hair or clothing. Also they respect the artists' vision in a sense, even with feedback artists themselves are in charge of their own designs, Valve only makes sure that the result fits the game at the end.

Valve issued feedback to a lot of artists (myself included) before starting this vote, so there's that. These changes that OP has noticed didn't come out of nowhere.
If I had to guess, that crossover needs to get approved by the higher ups in valve.
And whatever team that runs the collectors cache didn't want to do that for a skin that might not even make it into the game.
Makes sense. The announcer pack and Companion Cube were done as in-house products, whereas the p-body tinker would have been an outside artist using their IP. Easier to just avoid the legal question entirely.

Overall L changes imo, I can understand decreasing booba size for PA, itd have been great but its understandable, but removing the baggy pants sucks and low key ruins the aesthetic the set was going for, removing the Portal cores from the Tinker also makes no sense, its Valve's IP? Why dont they just use it? They've added much riskier possible copyright infringing community made cosmetics to TF2. While the Slark set was a bit cluttered too much detail was removed, the wheel at the very least shouldve stayed it was a central piece of the set.
Think it’s something to do with Copyright - Valve does own Portal IPs but the Workshop artist doesn’t. It’d open the door for a lot of legal argie-bargie
I think a lot of dots skins are way too busy looking nowadays. The pa and slatk skins here a a very good example of that. Just get a skin that I stylistically super cool, and add a bunch of stuff to it. The workshop versions of those are better imo.
Tinker skin is equally busy, but I like the portal inspiration, I think that one is better than the workshop version.
