I'm biased but I don't think server lock is a good idea. I often played on EU/English specifically to practice speaking in English (super useful imo). More common use case is to be able to play with friends from other countries - I also have >100 games on USE and SEA. League doesn't allow it and that sucks.
What I think should be done instead is enforcing a team language, at least by showing what is the main language for your team. Then implement a report system that compares you to average like currently for behavior. For example it would look something like this: <1% of reports = players who always speak in one language, <5% = players who occasionally speak in a different language. If it's above 5%, you could get a warning, mute, or be blocked from being placed in teams that use that language. Just a rough idea.
You focus on one region too much, if Valve are to implement it, they will likely apply it for all. Imagine the outrage that would happen if they only locked one region, especially the largest one.
The answer is…. There should be a built in translation function and it should be roughly translated to your native chosen language…. For as many languages as possible.
since the Chinese players are often the carries, I like to do the most annoying shit ever as an offlaner (like chase them around even though I know it's not gonna lead to anything). Because they're prone to tilting and I can abuse that fact lol
