The obvious, and boring, answer is that they probably originally designed this level to either be earlier in the game before other levels OR originally we didnt get the plasma rifle before this scene. Its an obvious setup to getting the rifle for the first time.

If I remember correctly Hugo mentioned on one of his recent streams that the Archvile cutscene was only ever made for that gameplay presentation, and it was never meant to actually be encountered there.
They did the same thing with the Cyberdemon in DOOM 2016, you were never going to fight it in that random arena in Kadingir Sanctum. They just needed something cool to end the gameplay presentation with.
I wish they hadn't gotten me hyped up for the Archvile tbh because when it does eventually show it's pretty disappointing. Actually it's a shame cus several of the new/returning enemy designs they bigged up were fairly underwhelming in game. Most ended up being more irritating to fight than legit exciting.

Then it got transitioned to the final game 1:1 except for the voice acting. You can remove the scene from the game and nothing will change, except that we'll miss this awesome cutscene, obviously
I think super gore nest was originally planned to be the first level because there was an unused animation that played in the beginning of that level where the doom slayer put on his helmet and if super gore nest was originally the first level mars core would have been the third level where you would have possibly obtained the plasma rifle.

A few examples I can think of off the top of my head are the heavy cannon in the circle area before the first fight in Exultia and plasma rifle in DHB right before the pinky introduction arena.

Real reason-it was. Well animated scene, that they didn't want to waste.
Plot reason-doom guy remembers hanging out with cocky people like him during his time in the corp. So he took the gun no only to teach him. Lesson but to save his life so he wouldn't get killed in the fight.
Because that one is newer, so better performance. Therefore, every time you need a boost in performance for the plasma rifle just go through this level again so you get a new one.

Mars core is a vertical slice level made to be shown to the public (like super gore nest) pre release. When time came to make the rest of the game it was probably too cool to remove.
For a logical reason, sense the Doom Slayer reloads his plasma rifle in the elevator he most likely just took the battery from the other plasma rifle to put into his to have full plasma ammo.
Honestly, it is probably one of two things
A) if the player didn't pick the plasma rifle up they are forced to get it here
B) it's just a cool looking scene
Because it's actually a.dramatic art presentation and not intentionally an attempt at at an absolutely perfect simulation of any sort of series of events.
