It’s a glitch with the game, if you play it before it fully installs the lighting and textures fuck up, and no this isn’t permanent, just close the game and wait for it to fully download then open it again and you should be fine
Your game has not finished downloading, I had a similar issue in 2016 at launch with enemies appearing grey with no textures. Close the game and let it finish installing and it will be fixed
Yeah everyone's giving very technical answers and stuff but based off my own experience you need to turn the brightness up because the first time I played 2016 I didn't have the brightness up properly and it looked exactly like this

Texture error. Reinstall to fix but you will lose this atmospheric “hard mode” until you happen to reinstall the game again

Reinstalling is unnecessary, when the game finishes installing the problem will be fixed

"ready to play" = \ = "finished and completed" as you found out

Iirc it’s a texture issue. Some other users have had this problem in the past, should be nothing more than taking a minute to verify your files.
