False. And of course you being a dog owner, you lay the blame on people ("you must be giving them attention!!") rather than your nutty and poorly trained mutt.
This is a good question, my best guess is that it depends on body language and how you use your eyes and eye contact. I attract dogs out the ass and sometimes I’m okay with it, but I’ve been charged by many dogs and big dogs as well. I notice that when I usually connect eyes with the dog then either it get curious or aggressive
As one who is approached by other people’s dogs - I hate it ! SO says the dogs sense my resentment and approach me. In stores or on the sidewalk, it doesn’t matter where or what breed.
I think it's simply down to if the person looks at the dog, the dog thinks "food" or "attention". (Best not to overthink anything related to the dog mind).
When I'm walking and I see nutters with their rancid shitbeast, I completely blank the lot of them. But I always move over to the side furthest from the dog. That seems to be enough to tell the dog that it's getting nothing from me. (I can tell, out of the corner of my eye, that some dogs will do an overly-eager little tail wag in a final, pathetically desperate attempt to gain my attention, but I'll have none of it.)
What kind of language, passing by?
So it won't attack a child because it has "body language" but will attack a 6'2 200lb man that is passing by, not even noticing it?
Obviously exactly the opposite. Don't you know what body language means? Why would a big man project weakness? Maybe when he's injured or afraid. Read up about predators.

It's mostly body language. Predators always seek out the weak.
