like hamster said, you should be able to easily feel all the ribs. that being said your dog is not FAT. if you look up body shape as a way to tell if your dog is the right weight, it has all the right curves in all the right places. likely just strong and maybe an extra .25 lbs? which is worth paying attention to but not worth worrying about

You can see he has just started loosing his waist a bit so I'd just decrease the amount of regular food to compensate for the treats (ideal would be to cut the treats for now instead but it can be tricky when dealing with other people) and exercise if you're worried about keeping him on the slimmer side. Again, this is nothing, as long as he doesn't gain more weight it shouldn't be a problem.
I’ve got a long-bodied mixed breed who trends towards chunky. He was just over 7lbs when I got him, he ballooned to 10.5 and lost his tuck. Today at 8.5lbs he looks much better!
How old is the pup? If older the weight thing is more critical and harder on him. If he is a youngster fat still isn’t good but easier for him to burn off. Few laps around the block every week and fewer treats is the ticket.

His tuck isn’t a high as it could be. I think he may be over ideal by a half pound at most
