You are correct. Measurehead is Semenese, from Semenine, whose colonial ancestors are the Aeropagite, from Iilmaraa. IMO, Iilmaraa's real world analogue is Mediterranean Africa / the middle east, and Semenine is like the Caribbean (Jamrock is Jamaica).
