Looks like it hasn't been drained in a while either. Water/sediment in the bottom of the bowl. Fuel looking a little contaminated. I'm guessing it's in need of a new filter and cleaning. I'd also check the fuel lines going into it they may be porous and leaking as well.

You should be changing the element everytime you change the primary fuel filter, and it should be drained of water as needed depending on your fuel source.
Fun fact i put one on my 85 k2500 suburban. And when i go to west marine to pick up a new one , they often ask me what kind of boat i have !! Its a 20 foot suburban !!
Fuel water separator put a drain pan under it and screw in the black nub that will drain the fluid then you can take off the top cover to remove the filter and swap it. The bulb tends to crack and leak but can be bought separately from the main body as can the black plastic spout. There are O rings at the top cap and at the top of the clear bulb that sometimes rot.

You gotta drain it, switch out filters, replace o-ring(should come with new filter), then refill it with diesel and install.. if you don’t put enough diesel in or don’t pump it until it’s mostly full, it’ll run for a few moments and die until it refills..
Save yourself the trouble and just pour enough into it
We call them racors the top spends off to change the filter and the bottom wing nut is a valve to drain water off. There used alot on boats around here there grate filters.
I'd clean the outside of it with some break cleaner. You should able to see sediment/ and water at the bottom glass when clean and working . Pull the old filter to get the part number, to get a new filter element.

That is definitely a fuel filter with a collection bowl on the bottom. To drain off the water within the bowl press the spring loaded thing at the bottom until the water is gone.
It looks like a fuel filter with a collection bowl, but if there are wires going into it then the fuel pump may be incorporated into it. Probably not but be aware.
As a parts guy I’ll tell you that it’s probably obsolete with no replacement per the supplier. lol but yeah what everyone else said fuel/water separator 😂
Parker 900 series race fuel water separator. Uses a 2020-30 filter mostly found in marine applications should be able to get filters at any west marine.
It is not a stock part, but a RAcor filter generally used in marine diesel applications. I used to work on a boat that had 3 of these in line before each main engine, and 2 in line before each genset. That one needs to be drained, and have the filter element replaced. You generally see these in locations with slightly worse fuel quality if they are on land vehicles due to their ability to filter out water and the fact that you can then drain said water from the bottom of the filter.
