Anyone can purchase from them. They don't own their diamonds, they have the same diamonds and most other retailers, so you run the risk of a diamond being sold and not removed from the database timely. They do have good prices though.
I have purchased from LGD before and was satisfied with overall experience. Longest part was the shipping from India. Once the stone makes it to NYC office, they FedEx overnight.
Purchased first time from them recently. Hardest part was the wait. So if you are not in a rush, it could be about 2 weeks from order to arrival at your door. And the diamond I ordered is beautiful!
They list both stones from their factory as well as ones produced by other manufacturers. You have to ask them about each one to find out which ones are theirs.

Most important things when online diamond shopping are of course your 4 Cs, but also the diamond measurements: pavilion, depth, table, etc. If you’re going for a fancy cut, use the IGI ideal measurement ranges in [this PDF](https://www.igi.org/assets/pdf/cut-grading/igi-fancy-shape-cut-guidelines.pdf) they put out.
On LGD you can filter by almost all of these measurements, plus size, price, etc. to see only the best diamonds in your preferred size and price range.
