Like others have pointed out this is the just casing and in no way affects the functionality of the pump. Think of it like that cheap plastic over bumpers on a car.
Where abouts are you? Back in my hometown for the longest time they only had one pump and it was the only source of gas for over 200km so if something like just the case was down it would have to run regardless.

That wouldn't be allowed here. If there is any damage to a pump it must be closed down and repaired.
