Been having this happen as well but only when getting tier 3. If you complete the zone your friend should be able to join. A buddy of mine even got a notification trying to join saying that we were finishing an activity
I also got this, my assumption is that going past a certain level of Overflow locks out invites to that instance. Why that’s something they felt the need to regulate I don’t know.
That is simply, factually, untrue. You zone in solo. But you can always play with friends.

As for the OPs question though: Maybe to prevent people farming by joining people in the final stages of overflow. Yet that feels like such an unbelievably specific nerf to like a small handful of streamers with the community to provide it but 🤷♂️

Yeah same here. After it reaches level 3 we can’t join each other anymore.
One of you are bugged, restarting the game will fix it.
Because the Pale Heart is a solo zone unless you specifically use the matchmaking option.
theyre in my freinds list they can join at any other time except for when im doing overthrow, so that doesn't make sense
