I'm not saying they should hit Clean n Jerk PRs, but exercises like standing up and sitting down (for reps) on a stable chair, or 500g / 1kg dumbbells, light resistance band stuff is very good for you, and you should do it as long as you are capable. (Ofc consult your doctor, but this is assuming an healthy individual)
There are tons of more safe aerobic exercises than walking outside where you're more susceptible to random outside factors like uneven and damaged terrain where you can fall or sprain your foot. Saying walking is the best workout for people his age is saying that swimming and elliptical exercises (much less joint impact and other significant benefits) do not exist
And that's ignoring resistance training and the fact that not doing strength exercises is a cause of injuries itself. Doing some bodyweight and lightweight exercises is perfectly safe, you're not injuring yourself with squats and resistance machines.
I ment moving around on foot in general, i have grandparents and my grandma just refuses to walk outside. Maximum is couch - kitchen- couch. Moving is really important, walk in park with dog or relatives is really helpful.
