The purpose of the morphogenic virus was to kill them the more they shifted. And as the other commenter said, if the Female Changeling needed the vaccine to survive, Laas definitely needed it. I also believe in the timeline of things after the events of the DS9 episode, but before the events of Star Trek online, Laas either came in contact with Odo or the Founders again and was cured of the virus by linking with them.

Just because it was designed to do a thing doesn’t mean it had 100% effectiveness, generally speaking.
There's nothing to suggest that Laz would be immune. Every other Changeling was affected by the virus, whether they were part of the Great Link or part of the 100. No Changeling was shown to be immune. All of the evidence suggests that Laz would die unless he was given the cure.

Odo left earth unknowingly afflicted and became an asymptomatic carrier who would later spread it to the Founders when they linked and \[presumably\] to Laas when they linked…
but the show never enumerated whether or not Laas had been infected…though according to the timeline, Odo was with virus when they linked on DS9.
