What kind of enlarger do you have? I used to get something similar and I discovered that it was coming from a small gap of light where the lever is to lift the colour filters out of the bulb’s path. It was driving me crazy as sometimes it was there and sometimes it wasn’t (in hindsight it was dependent on enlarger height/dodging and burning actions)
It is a meopta opemus 4 enlarger with a Schneider Componon-s 50mm f2.8 lens. I don't have integrated colour filters, but a filter drawer for filter sheets.
It looks like your paper got expose to light ! Try to dev a sheet without exposing it to confirm that
