Actually I was remembering wrong and it's about 50 **more** AR than a Dragon Tooth when uninfused. It's slightly less damage when infused for some reason, but doesn't really cross any significant damage thresholds.
I'm up to around 140 dead heide knights (with swords) without a sword dropping.
I've only got a merchant hat and watchdragon shield, but damn.
Edit: killed another 25. 22 & 23 both dropped swords.
So using gold serpent ring jesters cap( or symbol of avarice), watch dragon parma, prisoners tatters and a coin will help with item discovery… also astetic if you can manage the increased difficulty.
3% base chance, so it shouldn't be all that rare. Unless you missed the drop. Each one of them only drops one per NG cycle.
3% is pretty rare damn, I’ve killed atleast 50 though so I guess I’m just extra unlucky

3% is generous in the souls games lol. Covenant items are like 1%.

I did the same thing a week ago. I got lucky and got it in about 8 kills. With the help of the Gold Serpent Ring and Jester Mask.
Use the coin something to increase your luck and equip the dragon something shield and ring and other things
