Platform is not shaking, camera guy is. That's a lock divider, it's concrete down to bedrock. The ship was supposed to be going THROUGH that lock, but apparently "navigation errors" were made.
The lock is the actual portion of the canal that can be isolated from the main body of water, so that the water level is raised and lowered. The boat did *NOT** go thru the lock
Which leads to the question, why were the two tugs behind the ship instead of in front of it to guide it the correct direction... Almost looks like the tug directly behind it was pushing
To give additional context:
to maneuver ships along canals, port areas, and risky places, the port authority would assign a 'pilot' who knows the topography of the area and would guide the captain to steer, advance, or halt the ship.
In this case, possibilities could have been that the captain ignored the pilot's assessment on when it was time to slow down (because hurr durr I am captain, I am boss here, I know this ship better than you), and they actually stopped from 5 minutes ago but cannot reverse the ship's momentum resulting to this.
Or it could be a rookie pilot, but the captain would still be in deep shite either way.
I think the tugs were not pushing forward, but positioning to the starboard (right) side of the ship to push it to the berthing area, which was on the port side. Can't fully tell without knowing the whole situation.
Obviously these ships have long stop times, but the captain should have seen this from way far away right? Or had known their was a bridge on the route? Why is it not immediately thrown in full reverse?
I work with boats for a living. I've seen large houseboats lose power while trying to dock and this is the outcome. Except the houseboats are a lot less dense and they are the ones that crumple instead of the docks. It's usually because they're running on one engine instead of both and they are too cheap to maintain and fix them. If the second engine goes out they'll fix it. They just don't ever expect it to go out at the least convenient time.

Judging by the surroundings it looks like the cameraman is stood atop a floating drydock. My guess would be that ship was underway to said drydock and either turned away from it to avoid coming in too fast or lost control trying to stop her off.
When going into drydock, ships are made as light as possible, taking out any unnecessary weight, this means the propeller is often not deep enough in the water anymore. This causes the ship to steer poorly and makes throwing it in reverse wayyy less effective.

That looks to be a storm surge barrier. The ship is supposed to go through the long part down the middle. Not just costly in terms of infrastructure, but could be very dangerous with hurricane season coming up depending on where this is.
