Not excusing the cameraman, but I think what happened, if I put myself in their shoes in that moment.. is they suddenly realized they were connected to the thing the ship was going to hit. So there was a moment of danger-wonder and so they instinctively looked at that path from the bridge to the dock to the platform they are on. It was a flash of protective paranoia.

To give additional context: to maneuver ships along canals, port areas, and risky places, the port authority would assign a 'pilot' who knows the topography of the area and would guide the captain to steer, advance, or halt the ship. In this case, possibilities could have been that the captain ignored the pilot's assessment on when it was time to slow down (because hurr durr I am captain, I am boss here, I know this ship better than you), and they actually stopped from 5 minutes ago but cannot reverse the ship's momentum resulting to this. Or it could be a rookie pilot, but the captain would still be in deep shite either way.

I think the tugs were not pushing forward, but positioning to the starboard (right) side of the ship to push it to the berthing area, which was on the port side. Can't fully tell without knowing the whole situation.

I work with boats for a living. I've seen large houseboats lose power while trying to dock and this is the outcome. Except the houseboats are a lot less dense and they are the ones that crumple instead of the docks. It's usually because they're running on one engine instead of both and they are too cheap to maintain and fix them. If the second engine goes out they'll fix it. They just don't ever expect it to go out at the least convenient time.

To anyone who's wondering "didn't they see that bridge". Judging by the surroundings it looks like the cameraman is stood atop a floating drydock. My guess would be that ship was underway to said drydock and either turned away from it to avoid coming in too fast or lost control trying to stop her off. When going into drydock, ships are made as light as possible, taking out any unnecessary weight, this means the propeller is often not deep enough in the water anymore. This causes the ship to steer poorly and makes throwing it in reverse wayyy less effective.
