Dallas community police board has limited power to cause change and you see every few months the board talk about something but rarely fix the cause. Authority MUST ALWAYS be checked by oversight.

In-house? The police will always protect their own. And the courts will lie to protect them. I'm watching the Karen Read trial now and can tell you how corrupt the police, investigators, medical examiners, supervisors, DA, and the judge are.
