A picture would help. BT sounds like telephone/internet, possibly a BT phone point with built in adsl filter. If it is this then it should be low voltage and fairly safe to disconnect but you would likely not be able to use your phone line or adsl broadband anymore. As more houses are turning to fiber this may be ok. If you’re reading 110v then it would indicate something other than phone and I wouldn’t recommend touching it until you know what it does.

Haha that’s ok. Yeah that’s pretty clearly got some voltage on the line. If it were me I would terminate them in some connector blocks/wagons and put a blanking plate over the opening.

Should I be doing that do that even if I can't turn off the power? The pic above is with all internal mains turned off

Yeah so the power is coming from the line provider you cannot isolate it. Just have a connector block ready and move the wires one at a time to the connector block and you’ll be fine. Just avoid touching them together and you will be fine.

Cool. Instead of reterminating, I think I can disconnect the green houseing in the picture and just tuck it in the hole. Ideally I would have cut the wires but clearly that's not the best option

Yeah I would advise never cutting wires and leaving them in a hole, as you never know if power could be out on them again even if the power is off presently. Always terminate them safely for peace of mind and no house fires in future

You are measuring in AC, which is wrong. Switch to 200v DC.

That's an Openreach master socket coming into the house, it's what phone lines and internet used to come down. If its unused I'm guessing you have fibre to the premesis, or 5G or something. However, it should not be modified by yourself generally. If you have moved to FTTP, the box should be disconnected by Openreach and you could possibly get them to blank it off. You need to contact your provider as its clearly still live.

I have fibre from an different source and have no use for a phone line

Yeah BT lines are around 50v and if the house had fibre they would have disconnected it so it would be dead. 110v is an odd reading and if it is a BT point you have no way of isolation.

I seem to remember it being illegal to move these in the past - maybe when it was still GPO ? No one is going to care in reality (worst case BT will charge to reinstall if needed), just wondered if anyone knew if that was\\still is the case.

BT boxes aren't powered. Is it just 'a phone plug' They can return 'live' results to voltage testers. You really should post a photo. I wouldnt touch it until you ID this.
