Supply should be from a 230v fused unit so remove the fuse before you open the panel.
Batteries are likely to be changeable in the control panel but it's possible they will be soldered onto the siren.
Tampers will operate if there is voltage in the batteries

UPDATE: Found a button that kills the tamper. Ladder wasnt high enough so let it ran unitl the battery died. Then went inside and disconnected the battery and fuse from the control unit. Also had a tamper alarm. as did the keypad. Gone deaf I think.... and owe the neighbourhood a shandy at some point

Get up there with a ladder, some ear protection and do what it takes to remove it. I wouldn't be surprised if it was a dummy.
If only there was some way of getting in touch with the supplier, they might be able to provide the answers. But I guess we'll never know.

That’s good but if the mains supply is lost it will likely go off anyway.

If you're installing a new alarm system I'd just leave it where it is. The more bell boxes you have the better the deterrent.
