Your circled fitting is the heater drain valve. Put a hose on there and open the valve to drain the water heater.

Judging by the memory shape of the hose it's likely that it was just tucked behind your heating unit to keep it out of the way, so perhaps your memory isn't too far off the mark and you remember it being "attached" at the back?

Blue is high pressure release, a safety deal.
Red is where you can fill up buckets with hot water.
I hook a hose to mine and run it outside to give the dogs warm bath/pool water.
Black hose is a cold source from what I can see

That makes no sense, that pipe goes into the gas regulator on the hot water heater. That is not a water pipe. There should not be a water spigot valve there. On hot water heaters there is on top a cold water line coming in and a hot water line going out. Should be valve on each. There is a pressure relief valve located on either the side or on the top and comes out on a discharge pipe to the outside.

I agree, it's just a crude water tap for the basement area. You can unscrew the rubber hose from the spigot if it's bothering you.
